Gov. Bruce Rauner, Illinois, signed a bill I personally welcome with open arms: a new law that requires all Illinois hospitals have specially-trained nurses ready to treat rape victims.
For some, this may seem like legislative overkill - another example of an expensive and unnecessary mandate. After all, aren't ER nurses already schooled in how to deal with victims of trauma?
