Exiled to England after the disastrous war of 1871 against the German Confederation, Emperor Napoleon III of France and his family settle in Chislehurst, Kent, and become close friends of Queen Victoria and the British Royal Family.

The Emperor's son, the young Louis Napoleon, is attracted to Queen Victoria's youngest daughter, Princess Beatrice, and is determined to spend time alone with her, but Princess Beatrice is always accompanied by chaperones. Louis Napoleon must also contend with Bertie, the dissolute Prince of Wales, who might not be ready to see an alliance between the Bonapartes and the British Royal Family.
