He began studying Robert's Rules of Order in 1962 as a high school sophomore and served as a parliamentarian through out his military and ministerial service. He has been a practicing as a professional parliamentarian in 1974 and in 2013 he was certified as a Professional Registered Parliamentarian (the highest certification granted by the National Association of Parliamentarians).Military Service.     While I don’t believe everyone needs to become a parliamentarian I do believe that every minister should seriously consider becoming one since we are charged with leading our church/parish business meetings since the vast majority of churches in America use Robert’s Rules of Order as their parliamentary authority. (If we don’t know what the book says, how can we expect to legitimately moderate the business of the church?) In addition, it is the responsibility of every organizational officer to have a solid understanding of parliamentary procedures to aid them in performing their duties efficiently, effectively and legally. Going one step further, I believe it is imperative that everyone who wants to get things done in their organization needs to know how to do it correctly and that requires knowledge of the procedures laid out in Robert’s Rules of Order. (This Quick Guide to Getting Things Done using Robert’s Rules of Order provides a ready reference for every officer and member in accomplishing this.)

    One final area of consideration: even though the moderator may know parliamentary procedure the one way to insure that the meeting is conducted in accordance with Robert’s Rules of Order is to hire a professional parliamentarian to assist you and your organization.

    Why hire a professional parliamentarian? Let me give you just 3 reasons:

    1. Professional parliamentarians spend countless hours studying the rules so you don't have to;

    2. They able to advise you quickly on questions that come up at a meeting; and

    3. They are completely impartial, and therefore able to gain the good will and trust of your members.

    Why not use a member parliamentarian? Three reasons:

    1. Member parliamentarians rarely have the training and credentials of a professional parliamentarian;

    2. They have to give up their rights to debate and vote (which is a limitation on their rights); and

    3. They have opinions on the issues being considered since they are a member of the organization so it is not easy for them to remain, or be perceived as being impartial.

    Why not use an attorney?

    Very few attorneys have received formal training in parliamentary procedure because they are trained to focus on legal issues, not on the issues that will lead to a good meeting.

    Building a Foundation for Getting Things Done

    Essential Rules: Some people exclaim they don’t like meetings with rules, but anytime two or more people come together with the intent of making a decision, there are rules. They may be understood or not, but they are there just the same. Someone always takes charge of the conversation seeking to bring the group to a majority decision. Everyone agrees that only one person should talk at a time, but don’t always follow it.

    Robert’s Rules of Order grew out of a need to codify the rules for everyone; the majority and the minority. This has resulted in …

    Principles Underlying Parliamentary Law. (RONR pp. li-lii)

    They are constructed upon a careful balance of the rights of individuals (or groups) within an organization’s or an assembly's total membership in regard for the rights of

    (a) the majority,

    (b) the minority (especially a minority that is greater than one third of the membership), (c) individual members,

    (d) absentees, and

    (e) all these together.

    It is the adopted parliamentary procedure that enables the membership of an organization to express its general will through the assembly of its members by establishing and empowering its leadership while at the same time reserving for itself the degree of direct control over its affairs that it chooses.

    Ultimate Authority. It is the majority of the assembly holds ultimate power and makes the final decision, however it takes two thirds or more of those present and voting to deny a minority or any member the right of full and free discussion.
