    OVERVIEW: WAR IN IRAQ

In 2002, the U.N. Security Council passed Resolution 1441, forcing Iraq to comply with the U.N. in a search for weapons of mass destruction (WMDs) in Iraqi facilities. The Iraqi government complied, allowing the U.N. Monitoring, Verification, and Inspection Commission (UNMOVIC) complete access to their country. However, the UNMOVIC was unable to locate any evidence of WMDs, and a U.S.-run Iraqi survey group determined that all of Iraq’s nuclear, chemical, and biological programs had ended by 1991. Despite these findings, the invasion was undertaken on March 20th, 2003, by order of the U.S. President, George W. Bush and the U.K. Prime Minister, Tony Blair.

The team zigged and zagged around cars and pedestrians, bypassing the wretched bottleneck.

In the front seat, Lieutenant Commander Lester Donovan grimaced. He turned to face the man in the back seat. What’s your problem, Agent Upton? the lieutenant asked.

Holding onto the headrest in front of him for support, Special Agent Bradley Upton, CIA, narrowed his eyes. He glared at Donovan. Upton’s long face was boyish, hiding the fact he was pushing forty years old. What do you think? Agent Upton said angrily. These people . . . all they do is blow themselves up. And for what? To make others conform to their way of thinking.

Petty Officer Kaili, the team’s corpsman, had been sitting next to Upton for an hour, listening to him complain. They’ve just installed democracy in this country, Kaili finally spoke up. You gotta give it come time, bro. Give them a chance to do something with it.

    Whatever, Upton grumbled. "They’ve
