INTRODUCTION
The history of the Jewish people is an improbable one. No other people has survived the loss of its ancestral land, political sovereignty, and spoken language for nearly two millennia and then managed to reconstitute all three. In the course of this improbable history, Jews have wandered and lived throughout the world, and even today they dwell in many dozens of countries as distinct self-identified Jewish communities despite the establishment of the modern State of Israel. We do not know what the future will bring, but it would not be too much to claim that Jews have created the most successful transterritorial civilization in history. It is nothing short of a cumulative miracle.
It is therefore no surprise that Jews should be found in and around Washington, D.C., which the journalist Wade Hampton McCree once described as the only city in the world where sound travels faster than light. After all, one miracle deserves another.
Jews have been able to live, and often to live well, in so many different environments on account of three precious assets that defy physical rootedness: faith, family, and facility in professional and commercial life. Our faith has given us purpose and hope. Our families have given us support and consolation. Our facilities have given us sustenance and flexibility. And all three are illustrated by the history of the Jews of Greater Washington.
The community began small, as small as possible in fact, with the arrival of one Isaac Polock to Washington in 1795. Isaac arrived from Savannah with real estate speculation on his mind. We are not sure how well he did with property, but rumor has it that before long he was selling cigars to Aaron Burr and cleaning up at local whist tables.
In any event, the Jewish community of Washington, D.C., remained small for many decades, reaching a population of only 200 at the time of the Civil War. Most of Washington’s Jewish community at that time had come up from farther south, from Savannah, New Orleans, and even Richmond, where German Jews who had left Europe with and after the Revolutions of 1848 had settled in substantial numbers. Among the community were a few Sephardic families, like the Cardoso family, some tracing their origins back to the first Jewish community in the New World at Pernambuco.
By 1880, just before the promulgation of the notorious May Laws in the Czarist Empire, the city’s Jewish population had grown considerably, to about 1,500, the majority still of German-Jewish origin. But just 10 years later, the population had more than doubled, to about 3,500. Most of the new souls were Yiddish-speaking Jews coming from the troubled domains of the Russian Empire. Among these were Morris Garfinkle and Adam Luber, my paternal and maternal grandfathers,
