    There are some cultural differences in how the misfortunate are treated. In India, for example, The unfortunate are considered to be a part of the lowest caste - the untouchables - and are not allowed to attend schools. These people are often ignored by the rest of society. In contrast, vagrants in America are often able to obtain free medical care, and even subsistence assistance
