Petros A. Kostagiolas lectures in information services management at the Department of Archive and Library Science, Ionian University, Greece. He researches and teaches library management, quality and reliability management, and research methodology, and holds a Ph.D. from the University of Birmingham, UK. Petros has been a co-author of three other books, has published in international journals, and is a regular speaker at conferences.

This book is a most welcomed addition to the literature of librarianship. It brings a fresh approach to past efforts that have tried to prove the value of libraries. Recently, there have been efforts through associations and by individual libraries to identify the financial and economic benefit they produce for their communities. Over decades, the field developed increasingly sophisticated performance measures using metrics and other tools. More recently, governments, foundations, and taxpayers have demanded outcome information instead of outputs such as circulation data. Simply put, funding agencies want to know the impact of their financial support on end users. They want to understand how the lives of program participants have improved as a result of a program or operation. In order to articulate outcomes, libraries have had to learn to reassess assumptions about end users’ needs and desires, prepare statements that indicate the purpose of their operation, define inputs (tangibles such as books), articulate the activities to be undertaken, and list the outputs (for example, numbers of individuals participating in a training event). The most difficult part of this assessment process was to determine outcomes, namely how the program/project/ operations have altered or improved the knowledge, skills, attitudes, and behavior of clients served by an organization.
Beginning in 2008 when the global fiscal meltdown began, libraries began to experience even more pressure to prove their value at all levels—more than outcomes can provide. Dr. Kostagiolas gives readers a path to meet these growing demands by describing how libraries can identify, quantify, manage, measure, and calculate the value of their intellectual capital. He takes a logical and thorough approach to translating how intangible assets can be identified in library environments. He presents definitions and the fundamentals of intellectual capital, followed by a framework for libraries to use. He not only describes how libraries can identify various intangible assets, but also outlines metrics and other tools that can be used to measure intellectual capital in libraries. He provides three approaches for identifying and presenting the value of libraries’ intangible assets: cost, market, and income. Finally he discusses management of intellectual capital from the perspective of reliability and longevity, providing methods for analysis of these.
As he points out, previous research efforts about intellectual capital as an intangible asset have been largely in sectors other than libraries. His translation of this body of work into library environments provides the field with yet another means to report their value to stakeholders. Library literature about identifying and managing intellectual capital is scarce. Therefore this book provides a solid intellectual contribution to our literature. More than that, it gives librarians everywhere not just an analysis and synthesis of the topic, but also frameworks for implementing them. When libraries are able to articulate their intangible assets, they will have tools and strategies to strengthen their position in a competitive information/knowledge environment. Dr. Kostagiolas’ thorough research and his analysis of the existing literature on the topic makes this book one that should be added to all discipline-based collections, not only those about librarianship.

Economies and societies should focus on intellectual capital resources at the center of changes mainly arising from innovative information, communication technologies, and the Internet. As a matter of fact, organizations and enterprises around the world are based more and more on intellectual capital, while their sustainability depends upon its successful utilization. Libraries create and, at the same time, utilize intellectual capital. The paradox is that in many cases intellectual capital resources which seem to be essential for the knowledge economy are often treated as the Cinderella
of resources, holding an unclear role. Although libraries have changed markedly over the past decades, it is now time for library professionals to face intellectual capital management
systematically and consciously. Intellectual capital resources should be managed properly so as to be identified and categorized, their quality and quantity should be measured throughout their entire lifecycle and they should be financially valuated. The stakes are high for librarians and information scientists, who are expected to prove their value within harsh economic circumstances faced by most societies around the world.
Intellectual capital has become the buzzword of a knowledge-based economy and is the ultimate source of competitive advantage for libraries. Intellectual capital-based library management is gradually becoming a crucial issue fostering innovation that genuinely improves library operations, services, and relations. On the other hand, guidance is required as regards the utilization of library intellectual capital resources, understanding relations and patterns, etc. In this context, a systematic approach towards the study of library intellectual capital is definitely required. The development of intellectual capital resources should be viewed as a key aspect of every library’s strategy. Such a strategy may involve the development of best practices so that specific tangible or intangible resources are not isolated but organized and managed within a holistic framework. This book is addressed to library practitioners and academics of all levels who want to venture into the exciting area of intellectual capital management in libraries, and it will attempt to increase their awareness by providing relevant examples together with analytical management methods and techniques. Being a novel and multifaceted subject, the management of intellectual capital in libraries is a challenging and very interesting area of research.
The book covers a number of important and interrelated issues as regards library intellectual capital management. Chapter 1 touches upon the concepts and fundamentals of intellectual capital and its significance within the dynamics of the knowledge economy, analyzing issues of identification and categorization. Chapter 2 provides a historical perspective on intellectual capital utilization in libraries through the Worlds of Production framework. Chapter 3 presents metrics and measurement methods, methodologically linking the availability of intangibles in terms of their quality and quantity with the library’s ability to reach long-term aims. Chapter 4 analyzes financial valuation and reporting methods for library intellectual resources, while Chapter 5 includes methods and techniques for assessing life characteristics and conducting parametric or nonparametric life analysis modeling for intellectual capital resources in libraries. Finally, Chapter 6 summarizes in a synthesized manner the different methods and techniques for library intellectual capital, and provides thoughts for further research on this innovative and exciting area of library management.
