    About this guide

    Although the Affordable Care Act’s first open enrollment started off with some obvious glitches, hiccups and outright failures in the Fall of 2013, things were certainly looking up in the latter half of the first open enrollment, and the 2014-2015 open enrollment was a much smoother process.

    Nearly 10 million people were enrolled in exchange plans and had paid their premiums as of June 2015. At the same time, Medicaid enrollment (which continues year round) has grown by 14 million people – and millions more Americans had enrolled in private ACA-compliant plans outside the exchanges (off exchange).

    Millions more Americans now have real health coverage. So you might wonder, Are we there yet? Not quite.

    Despite the dramatically expanded coverage, 26 states still had double-digit uninsured rates in 2014. Nationwide, more than one in ten people are without health insurance coverage, and there are still four million people who have no access to coverage at all, because they live in states that haven’t expanded Medicaid. We’ve got a long way to go.

    But the tide is turning. With each passing day, more and more Americans are learning that comprehensive – and affordable – health coverage is now within reach. Thanks to health reform, millions more consumers will look forward to this open enrollment, knowing that their health conditions will no longer be a reason for denial of coverage.

    As observers of the individual health insurance market for more than two decades, we expect that the growing wave of interest in the upcoming open enrollment period – an enrollment that compresses millions of applications and renewals into a three month window – could make enrollment a little dicey.
