It is not designed to encourage overstaying, but is directed at helping those already in that precarious position. It gives a general background on previous amnesties that have been granted or initiated by the Home Office and how useful these may be to a particular case.

      Most of the amnesties granted in the UK have been concessionary schemes introduced due to such factors as:
