    PREFACE

    During the 102nd Congress, the United States Senate and the U.S. House of Representatives passed a bill known as the President John F. Kennedy Assassination Records Collection Act of 1992.

    On October 26, 1992, President George H.W. Bush signed the bill into law, Public Law 102-526.

    The reader can find the full text of the bill in the congressional record by going to the website www.congress.gov/bill/102nd-congress/senate-bill/3006. (One can also search under the title or number of the bill.)

    The purpose of the bill is to make more information about the John F. Kennedy Assassination available to the public. However, there are still files that are withheld from the public. In addition, there may be additional files that are withheld from the public at the discretion of the President of the United States.

    Specifically, Section 5(g)(2)(D)(i) & (ii) of the President John F. Kennedy Assassination Records Collection Act states:

    (D) Each assassination record shall be publicly disclosed in full, and available in the Collection no later than the date that is 25 years after the date of enactment of this Act, unless the President certifies, as required by this Act that—

    (i) continued postponement is made necessary by an identifiable harm to the military defense, intelligence operations, law enforcement, or conduct of foreign relations; and

    (ii) the identifiable harm is of such gravity that it outweighs the public interest in disclosure.

    Author’s Note:

    The 25th anniversary of the President John F. Kennedy Assassination Records Collection Act of 1992, will be on October 26, 2017.

    Let us watch as citizens to see what records if any continue to be held from public view based on this law and the actions of the President of the United States.

    Let us watch as citizens to see what records are released to the public based on this law. And, let us see if they shed any new insights into understanding the Assassination of President John F. Kennedy on November 22, 1963.
