    Pennsville was a new city. It was established shortly after World War 2. As it grew during its early days, most of the expansion was to the west, towards the boundary with the next county. On the western edge of Pennsville was a small semi-rural farming village, Riverside. It was mostly populated by mostly poor people, had a local Sheriff and his Deputy as the only law enforcement resource. Most of the inhabitants were unemployed and the infrastructure sorely needed attention.

    Riverside consisted of two areas East Riverside and West Riverside. They were divided by the Lee River named after the famous confederate General. West riverside was less impoverished and more populated than East Riverside. The Sheriff’s office was located in West Riverside. The school, which was based in East Riverside was ill-equipped and was one of the first facilities to be improved by a charity organization founded by some of the affluent citizens of Pennsville, much to the gratitude of the poorer inhabitants of Riverside.

    Sheriff Warren Glenn was a large man approaching 60 years of age. He had a slightly bulging waistline which was more noticeable because of his tight broad leather belt which sagged below his stomach. While his physique may have given the impression of not being fit, he moved with surprising ease and speed. He had a reputation of being strong and easily capable of subduing unruly persons without inflicting harm. He had a strong sense of justice and treated his overnight prisoners with fairness and understanding
