Congress’s substantial revisions to the Toxic Substances Control Act (TSCA) in 2016 marked the end of a decades-long quest to remedy that which ailed the country’s domestic industrial chemical management law, and began a new era of TSCA law and regulation. The Frank R. Lautenberg Chemical Safety for the 21st Century Act in 2016 that produced “New TSCA” fundamentally changes EPA’s approach to domestic chemical management,
This book, the first comprehensive resource available on the new law, identifies and explains the substantial revisions to TSCA and the key changes that will impact practitioners in the area. This state-of-the-art manual brings together a team of seasoned scientific and regulatory professionals, including former U.S. EPA regulators and scientists, each of whom brings extensive knowledge of the law, policy, and science of TSCA. The book’s authors explain the fundamental shifts in the requirements and approach to chemical management while also providing insight and analysis of key provisions in the law, including those relating to definitions, testing, review and regulation of new and existing chemicals, information reporting, confidential business information (CBI), preemption, fees, and others.
