The IA (Internal Affairs) Chief meets with Inspector Strong in a park. He is wondering, unofficially, how Rage’s pay matches her case file. It does not match. Now, he understands why and wishes he did not.
He is killed minutes after the Inspector leaves. No one is found. The Inspector’s team begin the task of solving the shooting.
They soon decide it has nothing to do with IA. They take many files from IA to give the impression that is where the answer will be found. They search his home finding a stack of papers on his desk. They take everything.
Computers at the UW builds many connections within the papers found in his home. Robbery looks at the chart and agrees it could be a Fence’s way to sell stolen goods. Then a comment is made at the UW, read right to left.
The diagrams start general and reduce to a single point. What does the point represent?
The Chief’s personal papers also hold financial data of some type. The team decides that it must be a scam of some type?
The city is issuing bonds in two days. If a scam, how is unclear, who could be anyone, when is soon.

    Chapter 1 The Meeting

    Inspector Earl Strong is walking the hall one day to his office. The Chief of IA (Internal Affairs) passes by, stops, and turns, Inspector, the weather has turned nice; I suppose it is too nice for good fishing.

    This is a city where very few people even own an umbrella, no less use it. But a few people will carry one in January; where it may rain 33 days straight. The ducks will wear a full rubber suit.

    The weather in Seattle has a few local descriptions that will mean something only to the locals. Such as, ‘occasional sun breaks’ means they will have intermittent showers. The ‘filtered sun’ means a continual mist will be falling. Partly cloudy means less than 1/4 of an inch of rain.

    The temperature except in the summer will have the nighttime temperature within three or four degrees of the daytime number. The most typical temperatures in the winter are 47 and 36 degrees, take your pick for day or night.

    Lastly, no matter how much it rains, there will never be a mud puddle for the kids to play in several hours later.

    The Inspector’s name is Strong. Earl Strong, class of 1940, University of Texas. He was a Major in the Military Police. Early 60’s, stands about 5 feet 9 inches, weight 150 pounds, What hair he has is buzzed into a Crew cut. Always with a green 1940’s felt hat, brim bent down in front. A cigar his Dr. says he can chew but not smoke

    Usually his detectives compile the data from the crime scene and then poke it around some. He may read a particularly difficult case to assist them. His case closure for his section is a legend in the entire western half of the country. He has had many job offers to leave, even some at the federal level. His wife will never move and so he stays where he is. Seldom does any case withstand his personal assault for more than several days. He is a fishing buddy with the Regional FBI Director, Ted McClearly.

    At lunch time the Inspector will take an occasional stroll in the real sun shine. In this town sunny means, it is not raining yet. Unusual but the Chief of IA is just walking up to an empty park bench. It is the only one on the top of the knoll. The Inspector tosses his chewed cigar into the trash can as he approaches Chief Wendell. He sits down on the bench and removes his green hat to wipe his head for no apparent reason.

    The Inspector says, Good morning Chief, strange we are both here at the same time.

    The Chief responses, Yes, but it is very nice Earl.

    The Chief of IA is trying to get the meeting into a less formal face to face. He is using the Inspector’s first name to do so.

    Inspector Strong continues, I understand you have been down in the personnel records more than usual.

    Chief Wendell thought his movements were less known than that. But this is after all Inspector Strong, nothing gets past him.

    Inspector Strong says, And a mouse also says you have been down in the payroll section.

    The IA Chief knows he has
