    A new serial killer is on Superintendent Lorrie Sullivan's radar whilst the serial killer from her last case remains at large. Brutal slayings of Members of Parliment by a deranged psychopath threatens the very heart of government and Lorrie is not helped in her quest for the killer by an unsympathetic press and the interference of the Home Secretary.
    Mutilating the bodies, and then dressing the murder victims as clowns, makes the killer's motivation unclear and Lorrie and her team have to visit the past to find a reason for the deaths.
    Still haunted by her loss, and still hunted by the Reaper, Lorrie is grateful for the appearance of a new boss who - unlike his predecessor - seems keen to support her decisions, but he has reasons of his own for wanting to work with her.
    As the death toll mounts, and as the profile of the killer slowly emerges, Lorrie discovers the reasons behind the slayings and soon it is a race against time to prevent the final victim being brought to the killer's unique form of justice.
