US$40 bilyon revenue loss kada taon

Hiniling ni Rep. Bernadette Herrera-Dy (Party-list, Bagong Henerasyon) kay Pangulong Aquino na ipatupad ang Customs Reform and Modernization (CRM) Program upang masugpo at mapigil ang smuggling na patuloy na nagbibigay ng problema sa Pilipinas sa pagbaba ng revenue loss ng mahigit US$40 bilyon kada taon. Sa pamamagitan ng House Resolution No. 2577, hiniling ni Herrera-Dy sa Pangulo na gawing batas at iproklama ang angkop na executive issuance para ma-implementa ang CRM program. Ayon kay Herrera-Dy, ang CRM ay naglalaman ng mga sumusunod: establishment of the Customs Domain System (CDS); expansion of the Bulk and Break-Bulk Program; privatization of the Non-Intrusive Container Inspection System (NCIS); empowering the Post Entry Audit Group (PEAG); and implementing Republic Act 10143 which mandates the establishment of the Philippine Tax Academy. Hangarin ng CDS na pigilin, sa pamamagitan ng core technologies of computer, radio frequency and surveillance systems, any vessel, aircraft, transaction, o kahit ano na pumasok sa teritoryo ng customs, ayon kay Herrera-Dy. Idinagdag niya na ang Bulk and Break-Bulk Cargo Clearance Enhancement Program ay isang cargo surveying program na kasalukuyang sumasakop lamang sa 65% dutiable volume ng Bureau of Customs at kailangang palawakin para maisama ang natitirang 35% na bumubuo sa containerized cargoes.
