HH Sheikh Khalifa's speech to the Federal National Council spelt out the federal Government's commitment to consolidate a political system based on consultation, justice and security, which enables the citizens (men and women) to actively and positively participate in running their country. The speech stressed the Governments vision in launching new programmes and legislation to support culture, family development, education and health as an integral development project. It declared its commitment to train and motivate a new generation of young leaders. It also stressed the Governments commitment to strengthen the private sector, encourage investment projects, and expand in industry, tourism, construction while protecting the environment.

7th January 2013 FDI for UAE – Investing in the Human Assets to rebuild the Economy Abu Dhabi, UAE UAE is experiencing gridlock in its liquidity, cashflow and payments at street level in the grass roots communities.

Old methods are not working in UAE or other countries. New thinking and approaches to solving this problem of fear, delays, hoarding, lack of cooperation etc. must be applied to restore liquidity, get cash flowing, reduce the stress on businesses, non-profits and government departments, release entrepreneurs from jail, reduce cases in Court , Police cases and reduce suffering in families. The entrepreneurs in UAE were not the cause of the crisis yet they have carried the majority of the economic burden and stress. We need all entrepreneurial talent and skills to re-build the UAE economy. Gill Wallace Hope is Advisor to President Obama and the G20 countries.

In UAE she is Advisor on FDI and Liquidity to the Rulers. As advisor for HH Sheikh Khalifa, President, focused on the rebalancing of human assets, nature and development plus humanitarian payment of debts to restore liquidity and get cash flowing at street level. Hope has agreed a $14 bn FDI for UAE to fund 3 critical needs. The funds are coming from G20 Quantative Easing programs, and Sovereign Wealth Funds. This is a world first where stimulus funds are by-passing governments and banks and being injected directly into the businesses that are suffering to release gridlock and get cash flowing again. 1) $1 bn to make over 70 buildings in UAE as true green buildings with 100% sustainability, film and distribute to all citizens, ex-pats and workers to demonstrate what is possible and kick start the mass collaboration. 2) $5.4 billion to settle payments to Construction in Abu Dhabi specifically Contractors, Architects, Engineers and Consultants. 3) $7.4 bn to pay debts for entrepreneurs, release them from jail, provide settlement to banks, and suppliers, provide fair loans at low interest so they can take on new contracts. Gill Wallace Hope has organized global and local resources to complete this in 8-12 weeks from January to March 2013.

Procedures are as follows:

1. URGRAH - All companies with Abu Dhabi government contracts to organize a spreadsheet with suppliers and amounts plus employees and amounts ready for processing. We have advised them to obtain Full and Final settlement letters from their suppliers for 50%. 2. We will issue cheques from us to the supplier or employee on behalf of the company. This process ensures that the main company does not hoard the gross payment and that each company will provide liquidity to 10, 100, 1000 other suppliers and employees. 3. Each government Department will provide one senior accountant with 5 years plus experience to verify contracts and invoices and be available for the 3 months to provide immediate responses. 132 Government employees MUST cooperate and collaborate to ensure scale and speed. 4. Emirati volunteers will also support the processing hub in Al Bateen to speed up communications. Government Departments and local businesses can ‘lend’ staff for 3 months for the project. 5. IFRAGE - 70 volunteers will visit the jails in 7 Emirates to help entrepreneurs by negotiating Full and Final settlement with the creditor who put them there and get the Release form signed. 6. 20 typists will be located in the processing hub to handle the uploading of the data and printing of the cheques. 7. DAIN ADL - The balance of the funds will be lent to Entrepreneurs with outstanding debts will be offered a fair loan

(DAIN ADL) with 5% pa interest so they can settle the loans that are crippling their businesses. 8. Our targets are to pay all Contractors/suppliers/employees during February 2013, release all entrepreneurs from jail by Mar 2012 and use the balance of the funds in April 2013 to provide fair loans to entrepreneurs so they can re-focus on building the economy.
