In-flight Magazine

Interview

Shir Agha
Bolani Cook

14 In-flight Magazine

Name:

Haji Shir Agha

Date of Birth:

1963, Parwan Province

Occupation:

Bolani Cook

Daily Income:
Location:

20,000 Afghanis
DehAfghanan, Kabul

Inrterview

It is 11:30 am. The weather is hot and sunny and

laborers are searching for cheap but testy food. Bolani is the right choice for them and there are many
people in the city cooking Bolanis on mobile stalls
or carts. It is a good business and a lot of people
like to eat Bolanis. DehAfghanan is a very crowded
place downtown Kabul. Hundreds of shopkeepers,
hucksters and vendors are doing business there.
Haji Shir Agha, the Bolani Cook is also working
there. I went there to prepare a report about his
business.
I had heard a lot about Shir Aghas Bolani but it was
the first time I was going to meet him in his shop to
ask about his work experience, current condition
and future plans of his business.
I entered to his small but very crowded shop. I have
rarely seen such crowded restaurant or hotel in
Afghanistan. People were rushing and shouting for
their turns. Some were ordering Bolanies with eggs,
others were calling for sample Bolanies and most
were angry for long waits.
The weather was burning hot, but Shir Aghas customers were anxiously waiting for their turns. I saw
some women covered with Chadaries setting on
road side and eating Bolanies. I was thinking that
how many Bolanies that lucky man may sell every

day, and how much money he may earn? I hardly

could reach the door and introduced myself to Shir
Agha, and asked him for an interview. Despite his
all business he accepted my offer for interview and
welcomed me with smiling face. He received me
in his shop while his cloths were oily and smudged
with flour.
Haji Shir Agha was born in Parwan province in
1963. He had attended Tokhchi Primary School in
Bagram but because of war and personal problems
he could not pursue his studies. He is married and
has 12 children. The air was filled with Bolani odor
and it attracted the passers-by. Before I began the
interview, he invited me to eat Bolani.
I started the interview with following questions:
How many Bolanies do you cook and sell every
day?
I cook 1800- 2000 Bolanies every day, and sell all of
them.
When did you start cooking Bolanies?
I began cooking Bolanies in 1990. I was cooking
Bolanies at home and selling them on the streets.
I should say when I started cooking and selling bolanies, it was not a preferred job, but I had no other
choice. Now a lot of people know me in the city and
they introduce me to each other, saying Look, he is
Shir Agha Boliny Paz.
In-flight Magazine 15

Interview

How did you begin this work?

Before this I was a trader. I was importing food stuff and
clothing from Pakistan. One night after selling my goods
and collecting the money, I left the market to my home
in BibiMahro. On the way some armed robbers stopped
me and stole all my money (about 30,000 US Dollars).
I had nothing remained and was kicked out of the business. I went to Parwan for some times and later when I
came back to Kabul, on the way I saw people in Cheshma-e-Dogh (a small Bazar about 30 kilometers north of
Kabul city) cooking and selling Bolanies. I was inspired
by them and told my wife that when we reach Kabul you
will cook Bolanies and I will sell them in Bazar. We did
that. My wife was cooking Bolanies at home and I was
selling them on the streets. People liked Bolanies a lot.
Later I learned from my wife how to cook Bolanies, and
bought a cart and necessary cooking tools. Now my
business is growing and I have good sales.
How many customers do you have every day, and
who are your major customers?
I have numerous customers every day. Most of them are
government staffs from the ministry of interior affairs, the
ministry of culture and information and the ministry of
education. Each group of them sends a person to buy
dozens of Bolanies. We have customers from different classes of people. I sell 300 gram of Bolani in 20
Afghanis, which is cheaper and affordable than other
meals.
Some families buy Bolanies for their celebrations and
events and I am happy to serve people for their family
parties.
How much do you spend for cooking Bolanies every
day?
Every day I use an average of 250 kg of flour, about 40
kg of cooking oil, about 490 kg of potatoes to cook Bolanies. I also use leeks, gourds and eggs but most of our
customers like potatoes.
How many workers do you have?
16 In-flight Magazine

Twelve people are working in my shops. Three of them

are my sons. I pay them 500 Afghanis per day and besides I pay them some money for their cloths, medicines and as well as some additional bonuses.
Does Ramadan effect on your business?
Not at all. Ramadan is the month of accomplishment
and munificence. My business is ongoing in this month.
Only two hours during the day we stop cooking Bolanies, but we have our customers among children,
patients in the hospitals and several other groups of
people. There is a decrease in our income, but we are
happy.
This Bolani is very delicious; I usually buy Bolani from
this shop. Nazir Ahmad a government employee
I usually buy potato Bolanies; because it is safe, wellcooked, cheap and delicious. Kazim, a shopkeeper.
Every lunch I buy Bolanies for my colleagues. They
like it because it is cheap and healthy. One Bolani is
enough for a person. I come here at 11:10 am and it
is too crowded that time, therefore I cant leave here
before 12:00. Tamim, a government employee.
How many hours do you work every day?
We wake up at 02:00 oclock midnight to prepare the
stuff and start cooking at 05:00 am. We continue to
work until 08:30 pm.
How much is the rent of your shop?
We work in two shops. In one shop we prepare the
stuff and in another we cook it. We pay 900 USD for
both shops. We have good income, and the rent is affordable.
Please tell us about your personal life?
I have a happy life with my family. I am married and
have six sons and six daughters. All of them are educated. My three sons are married.
Bolani is a famous delicious local Afghan food. Its ingredients are leeks, potatoes, gourd and flour. It is prepared in a semicircle shape. They boil it in cooking oil.
Meanwhile there is another kind of Bolani called Boalni
Tandori which is cooked in Oven.

The Youngest Afghan Parliamentarian

20

In-flight Magazine

Interview

Nahid Farid, born in 1984, is an independent MP

from Herat province. She has a law and political
science diploma from Herat University and acertificate from US Administration and Leadership
Development Institute in Herat. In 2007, she went
to US and earned his Masters Degree in International Relations from George Washington University.
Young Afghans like Mrs. Farid are representing
the modern face of Afghanistan where there is no
violence and blood shedding, and peace prevails.
They have great dreams for future of Afghanistan.
Mrs. Farid wants Afghan youth to be engaged in
politics and campaign for positive changes in Afghanistan.
I had an opportunity in politics and could improve in this field. Said Mrs. Faridin an exclusive interview with Safi Airways In-flight Magazine, I thought I would cause some changes with
my small steps, although those first steps were not
steady and I was afraid of being in politics. I was
concerned about the possible sufferings that the
politics may bring to my family, my husband and
children.
Mrs. Farid was graduated from Mahjuba Herawi
High School in Herat province. She was in Herat
during the Taliban rule and has firsthand experience about the peoples lives then, especially
about the womens miseries.
She insisted that her ambition is to build Afghanistan and that the fight against different types of
corruption is a growing need and there are people in parliament who work against corruption.
As an MP, I am committed to make the reluctant
authorities hear the voices of the people, says
Mrs. Farid, but I believe it is not enough in current situation, therefore beside some humanitarian activities that I and my family perform through
Farid Foundation, I wanted to establish anacademic and professional institution. Fortunately I
came across some capable partners and we established a professional and academic organization
called Diplomacy and International Studies Organization. Besides, we created an investigative institution in order to bring some positive changes

through analysis and studies.

Another important activity that I want to mention is the promotion of Nahzat-e-Sabz-e-Qanoon
(the Green Movement of Law). This is a student
movement aimed at shouting the repressed voices
of people. The civil, and in some extant, the political movements can be efficient tools of pressure to promote reforms in Afghanistans disintegrated and corrupt government system. And we
have the right to be pioneers for this cause.
The youngest Afghan MP said that she is committed to work extensively for youth and women, the
two most vulnerable groups of the society.
According to Mrs. Farid she was the first girl in
her family and tribe who left the country and went
to the United States for higher education, which
was very interesting and an extraordinary opportunity for her, as an Afghan women. She obtained
her Masters Degree in US.
Regarding her experience in the elections campaign, Mrs. Farid said: I was feeling that my efforts and works were giving hope to youths and
women of my country. It was like opening a new
route for them and they wanted me to represent
them in the parliament. I really hope to fulfill my
responsibilities in best manner. I witnessed some
shocking things during my campaign.
I saw graveyard full of women who had lost their
lives during deliveries, and villages full of children who had no chance to follow their dreams.
All those realities made me more determined to
cry the peoples voice in the parliament.
She added that the youths and children were the
main campaigners for her. Even though she could
never meet some of those campaigners, but they
had supported her and encouraged their parents to
vote for her. According to Mrs. Farid some parents were calling her and telling about the support
she enjoyed among their children and confirming
that they will vote to her.
The politics force politicians to live far from
their families, said Mrs. Farid, and I was not
able to be a good mother for my child during the
elections campaign. I could not be with her when
she needed me.

In-flight Magazine 21

Interview

Meanwhile I was receiving threats to stop the

campaign and there were reports that the Taliban
wanted to attack me.
That time, I was confined to a village in Herat
and was compelled to call army to protect me. My
family was also under threat and I was forced to
stop my daughter from kindergarten. The situation is not better yet and my friends advise me to
be careful, employ security guards and carry
guns, while I hate such things.
Regarding her daily activities Mrs. Farid said that
she attends parliament meetings from 09:00 am to
04:00 pm and beside that she everyday has meetings with different groups of people where they
discuss a wide range of topics regarding the current affairs.
Insecurity is still a big problem in Afghanistan
said Mrs. Farid, and some of the female MPs
have come from volatile regions and cannot serve
their constituencies the way they wish. They are
the women who didnt have the right to go to
school, market, office or hospital ten years ago.
Therefore we try together to resolve the problems
of women.
She insisted that for ex-warlord MPs who have
never respected the womens rights and have
lived with guns and rockets it is very difficult to
see us working for womens rights. Now we sit
beside each other and talk together, and they are
compelled to listen to us. It is a totally different
condition.
Mrs. Nahid Farid had married four years back and
now she has a daughter, Sara.
The conditions for Afghan women have considerably changed during the last decade. Currently
they have 69 seats in the Parliament and struggle
for the betterment of peoples lives along with
their male counterparts.

AFGHANISTAN NATIONAL
ARCHIVE, A TREASURY FOR
CURRENT AND FUTURE GENERATIONS

National Archive is the most important cultural, historic

and documentary treasury of Afghanistan which represents the national and cultural identity of nation.
The National Archive works as the historical memory and
it is an important resource for academic studies and investigations, said Professor Sakhi Moneer, the Director
of National Archive in an exclusive interview with Safi
Magazine. This archive was established in 1977, during
Dawood Khan Government. He added.
According to Mr. Moneer, President Dawood Khan allocated the current building for the National Archive. This
building was built by Amir Habibullah Khan for his son
Amir Amanullah Khan.
There are 180,000 historic documents and 8,000 manuscripts stored in the National Archive, Said Mr. Muneer,
some of which are belonging to 3rd century AD.
According to the National Archive Director, the existing
documents can be categorized into following three parts:
-Historical Antiquities
-Miniature Arts
-Handicrafts
The National Archive was not harmed during 1992-1996
factional fighting.
According to the Archive Director, Mr. Musa Shafiq the last
Prime Minister of Zahir Shah had put special efforts to secure the safety of the National Archive documents,
24

In-flight Magazine

but due to political developments he did not have

the opportunity to implement his plans.
During Habibullah reign the National Archive documents were collected together with the museum
contents and kept in the royal library, said Mr.
Muneer. Later, during Amanullah Khan reign, this
library was transformed to a national library. In 1919,
a room was allocated for the library in Bagh-e-Bala
and it was named AjayeebKhana {Mystery Room}.
In 1971, the National Archive was separated from
the Museum and transferred to the Building of Ministry of Culture and Information. Since 1977, the National Archive documents are being stored in a building located at Enhesarat, Salangwatt Road, Kabul.
The National Archive is comprised of the following
parts: Manuscripts, Historical Documents, MicroFilms, Laboratory, Printed Books, Indexing, Cards,
Catalogues, Clinic, and Bookbindery.
Alama Bidils collection of poems in his own handwriting and Hafiz Shirazis collection of poems with
unique design and miniatures are two of the most
prominent contents of the National Archive.
National Archive is the collection of historic, cultural
and political documents from our forefathers time,
said Mr. Muneer, which have remained for us in different forms.

The Medical
Advantages of Fast
By Dr. Faizullah Kaker, Presidents Consultant Minister on Health affairs
Quran-ul-Karim directions for the mundane and the
hereafter welfare of human have several dimensions. The Fast -one of the five major principles of
Islam- has many mundane and hereafter advantages. An advantage of the fast is the improvement
of physical and psychological health; and medical
science has gradually discovered more advantages
for the Fast.
The National Institute of Human Age Investigation
in Baltimore, USA has announced that their examinations have proved that Fasting creates new cells
in the brain. The cells growth is controlled in a part
of brain called Hippocampus which is the source of
memory and wisdom.
This discovery is especially important because in
addition to memory, wisdom and learning power
improvements, the creation of new cells decreases
the chances of people to get brain diseases such as
Alzheimer, Parkinsons disease.
Another important advantage of the Fast discovered in recent years is the prevention of heart diseases. Medical scientists in the State of Utah, USA
has found that the Fast increases the Growth Hormone in human blood up to 20%. This hormone has
a lot of health functions including the improvement
of heart health. In addition to the Fast, physical exercise also increases the Growth Hormone in the
26 In-flight Magazine

body; therefore it is good to exercise during the

Fast. Meanwhile, the Fast discharges the body from
Toxins and decreases the general infections of the
body and thereby it prevents the body to be infected
by different kinds of sicknesses.
After 8 hours of Fast, the body begins to consume
glucoses stored in the liver. After some days stored
glucose gets exhausted and the consumption of
fats from different parts of the body begins.
During the Fast, when the body consumes fats to
produce energy, different other kinds of unhealthy
materials stored in the fat such as harmful ingredients of the air pollution also leave the body.
With the consumption of fats, the blood cholesterol
also decreases and this is a healthy improvement in
the body. The Fast brings psychological freshness
and it sharpens the mind. The Fast also increases
the bodys energy significantly.
Another important advantage of the Fast is to
strengthen the persons willpower in controlling the
wild desires. For instance, according to the rules
of Islam, the reaction of a person in Fast against
someone who is insulting her/him should be silence
and he should only say I am in Fast. Such behavior, changes the ego of a person. The control of ego
strengthens humility, pity, sharp-mindedness and
fair judgment.

Methods for better eating and drinking in Ramadan

Now lets talk about some important points that increase physical
and mental advantages of the Fast:
1.Eating a lot and fatty foods in
breakfast decreases the advantages of the Fast. In Ramadan one
needs to eat vegetables, fruits,
pease and beans which contain fibers, starch and protein.
The fruit skin contains healthy fibers and eating those help the fasting person to maintain energy during the day, because the fibers are
digested slowly. The morning food
should contain protein and a little
bit fat. Meat, pease, beans, fish,
egg, yogurt and milk contain protean. We should not forget this rule
in eating food: stop eating before
you are full.
2.Do not eat fried food like chips,
because they are not healthy.
Meanwhile it is not advisable to eat
sweats, except the sweats in the
fruits, in Ramadan.

3.The thirst is the biggest problem

of people in Ramadan. To resolve
this problem one should drink a lot
of beverages after the breakfast.
Meanwhile in the morning the person in the Fast needs to drink more
beverages, preferably clean water.
According to medical science children below 8 years old should not
go in Fast. Meanwhile, pregnant
and breastfeeding women also
should not Fast, and they can talk
to religious scholars on how to recompense their Fasts later.
People who have kidney problems, sugar or high blood pressure
should consult with physicians
wither to fast or not.
Ramadan is the month of strengthening will power and quit bad habits. It is the best time to stop addictions. One should benefit from the
advantages of Ramadan and stop
smoking, drinking alcohol and using drugs.

AFGHAN WRESTLERS ARE GOOD MEDAL

WINNERS: Secretary General of Wrestling

Wrestling is an ancient game and people around the

world play different types of it. It is believed the primary
people were also playing some kinds of wrestling in their
free times. Some ancient people were allocating a part
of their times for learning wrestling, because powerful
people had better social positions among others and
even they were becoming the heads and commanders
of others. In ancient wars, the most powerful athletes of
both sides were fighting.
In Qesasul-Anbia (Stories of Prophets) there is a story
about Samson who had extraordinary physical power
and could fight with the most powerful animals like line
and could win them.
They believe Prophet Jacob knew wrestling and transferred this skill to his sons to make them ready against
their enemies. It is also believed that Adam had 440
skills and wrestling was one of them. They also say that
Hamza, the Chief Martyr was defeating his enemies
with wrestling skills.
Meanwhile it is said that Hassan and Husain were playing wrestling with each other and Prophet Mohammad
(Peace be Upon Him) and Gabriel were encouraging
and supporting them in this game. The wrestling of
Ulysses and Ojhakus is one of the most interesting
parts of Homers stories.
The inscriptions remained from around 5,000 years ago
show that wrestling was common among Egyptians and
Assyrians. Ancient Inscriptions found in Bani Hassan
28 In-flight Magazine

village, near Nile River contains hundreds of different

wrestling techniques in picture. In 1938, a stone and a
brazen tablet were found in Kiafaja Shrine in Mesopotamia with images of wrestlers carved in them. They were
made by Sumerian, 3000 B.C.
According to stories in Shahnama of AbulqasimFerdawsi, the wrestling was played in different styles in the
past and had special rules and regulations. Some were
wrestling while riding on the horseback, others were
wrestling on foot. The wrestling was played in one or
several rounds.
Referees were accompanying the wrestlers and monitoring and judging the competitions. Some wrestling
trainers were training their students with great attention and equipping the most talented and physically fittest trainees with special skills and encouraged them
to learn the most common techniques. Trainers were
teaching special techniques to their best students
based on their physical characteristics.
In Shahnama for the first time the wrestling appears in
Rostam and Sohrab story and in a dialogue between
Rostam and Kawoos we read the following words:
When we come back tomorrow; we will wrestle for
some moments. When he will come to the list; I should
prepare for wrestling.
Historical documents indicate Ancient Zoroastrians and
Persians were tightening their waist ties and praying in
front of fire. The west belt was called Gisti and the word

Sport
Kushti (wrestling) is derived from Gisti. In Zoro-

astrian books it is written that the waist tie/belt

of the wrestler was made of silk or wool with
72 threads corresponding 72 chapters of the
holly book; and it had 6 strings in respect of 6
parts of the holly book or six religious festivals.
The belt was three folded corresponding three
golden Zoroastrian slogans: Good belief, good
word, and good deed.
Mohammad Younus Hairan, the Secretary
General of Wrestling Federation in Afghanistan
Olympic Committee said in an exclusive interview with Safi Magazine: The wrestling federation was established and registered in 1333
(1954) in the framework of National Olympic
Committee.
According to Mr. Hairan, in the past the wrestling was held on a soft soil ground, and around
the 10*10 meters ground was fenced with
ropes. In 1954, Mr. Narai brought special mattresses from Japan. The wrestling competition
was held on traditional and religious celebration days.
He added: currently, there is one hundred
wrestling clubs in Afghanistan; fifty two clubs in
Kabul and forty clubs in other 15 provinces of
the country. About 10,000 people are playing
in these clubs under the supervision of skilled
trainers.
Afghan wrestlers, he said, despite their limited resources, are good medal winners. Our
wrestlers have brought several gold, silver and
bronze medals from Asian cups. They have

won good titles for their countries. PahlawanTaj

Mohammad was the first Afghan wrestler who
won the first gold medal from an international
game.
According to him, Pahlawan Abdul GhafarQaderi won a bronze medal in 2012 tournaments
in Kazakhstan, where Japan, China and Iran
athletes had also participated. This international tournament medal, he said, is very important for the country and the National Olympic Committee.
In 1896, when the wrestling was included in
Olympic Games for the first time, the contest
time was not limited and the contestants had to
fight until one would win the other. In January
1st 1967 the wrestling contests were regulated
in three rounds.
Each round was limited to 3 minutes with a one
minute interval between two rounds. Later, the
international wrestling federation decreased
the time of contest to two rounds of three minutes and 1 minute rest. Finally the wrestling
time was adjusted to 5 minutes and 3 minutes
of additional time for contestants who win equal
points in principle time. The wrestling time for
children is set 4 principal and 3 additional minutes.
In the world cups and Olympic Games, around
500 powerful wrestlers participate from around
the world, and the former Soviet Republics,
USA, Germany, Bulgaria, Turkey and Iran have
the best wrestlers.

ASHIANA, THE SHELTER

FOR POOR AFGHAN
CHILDREN
Ashiana Organization was established in 1995 and since
then it is has been serving vulnerable children, including those
harmed by wars, suffering from mental disabilities and those
working on the streets, said Mr. Yousuf, director of Ashiana
Organization in an exclusive interview with Safi Airways Magazine. He added: The organization is focusing on educational,
health and vocational training programs for the children. We
educate them about peace and democracy, and make them
aware of landmine threats.
The Ashiana is active in Perwan, Badakhshan, Herat, Paktia,
Kabul and Balkh provinces. It covers 10,000 children in those
six provinces with 700 children only in Kabul. These children
are 7-14 years old and 45% of them are girls. It is worth mentioning that 600 of Ashiana children are sponsored by wellwishing people.
Mr. Yousuf described the childrens condition very poor and
said that the main cause of the problem is poverty and the
low income of the families. Therefore, as he said, the families
send their children to the streets to earn a piece of bread,
which may have dire consequences for the lives of those children.
He insisted that decades of war and instability has caused a
lot of physical and psychological harms to the people, especially to the children of Afghanistan. Many children have lost
their family members and they have not the chance to go to
school. They are compelled to fight for their survival. He said.
According to Mr. Yousuf, the Ashiana has projects on children
rights and support which are implemented with the cooperation of the Ministries of Education, Health, Labor and Social
Affairs.
He added: The children in Ashiana are provided with psychological counseling to improve their self-confidence and social
behaviors, and to and train them in education, sport, painting
and handicrafts.
According to the head of Ashiana, this organization is serving
the children who leave their homes early morning and return
late night with some pennies in their pocket. He believes that
the number of child labors has increased in recent years and
the efforts made by organizations like Ashiana are not enough
to tackle the problem.

He calls upon government to eradicate poverty and address the peoples problems, so that the children will not
suffer from poverty and insecurity in future.
The major objective of Ashiana says Mr. Yousuf, is to
change the social, economic, cultural, physical and mental conditions of thousands of children who have suffered
from war, and to secure better future for them.
Mustafa, a 14 years old boy is selling plastic bags on the
street. I leave early morning, he said and come to Ashiana at 12:00 oclock. It is good here, because they give us
food and we also learn education here.
It is the second year that I am working on the street. I am
compelled to work, because my father was killed in the
war, my mother is sick and my sisters and brothers are too
young.
An eight years old girl in Ashian said: It is one year that I
am attending the Ashiana. I am selling chewing gums on
the street. Once I met Ashianas mobile team on the street
and later they talked to my mother and took me here. Now
I am working and also learning education.
According to Mr. Yousuf, Ashiana Organization is preparing the street children for school. It has similar services in
all of its centers where 8-12 years old children learn writing
and reading, and attend vocational programs.
The children who are 10-13 years old, said Mr. Yousuf,
are introduced to vocational programs, and those from 14
to 18 years old participate in special educational and training courses, where they learn some occupations.
Ashiana, in cooperation with the ministry of education, has
special programs for the girls who could not go to school
during the war. They learn a two-year common educational
program in one year. Added Mr. Yousuf.
Ashiana has plumbing, electronics, carpet weaving,
photographing, computer, painting, calligraphy, masonry and woodcarving programs for the children.

According to Mr. Yousuf, supporting and guiding the families make important parts of their activities, and we provide small financial grants to some of the families to help
them start businesses and earn their livelihoods. Ashiana
activists regularly visit from the homes and workplaces of
the children make sure they are safe and doing well.
There are children who have lost their parents, and there
are others whose lives are worse than the orphans: Their
fathers or mothers are handicapped or mentally ill and
there are many children and no resources in such families.
Ashiana has the following classes and workshops:
Artisan and Carpentry workshop: when I entered into the
workshop, I saw a carpentry trainer who was rasping a
piece of wood and there was a young boy busy in carving
a wooden work. The boy, Omer, told me: We are here to
learn occupations so that we will be able to earn money. I
also go to school. He said that he was very happy for the
food and training available in Ashiana.
Computer Lab: There were 20 sets of computers in the
room and the children were learning computer programs.
Painting Class: There were some girls and boys practicing
paintings who looked cheerful.
English Class: Children were studying English language
there. Some English words were written on the white
board and the students were going to the board to read
the words, one by one.
Gyms: About 30 children were practicing Taekwondo under supervision of a skillful trainer.
According to head of Ashiana, the children are sent to different workshops and classes based on their interests, in
order to improve their talents.
The Ashiana Organization is funded by national and international donors.

Interview

AFGHAN LABORS TO BE SENT ABROAD

Deputy Minister of Labor and Social Affairs

In seven last years, the Ministry of Labor and Social

Affairs has trained 120,000 vocational trainers. 70%
of them are employed in the market.
Zubairuddin Krami, Deputy Minister of Labor, Social
Affairs, Martyrs and Handicaps in an exclusive interview with Safi Airways Magazine said: The people
and the government, both believe that the unemployment is a major problem these days. Whatever has
been done to tackle the unemployment problem is
not enough.
According to Mr. Krami, the unemployment crisis is a
serious concern for the government of Afghanistan.
The unemployment, said Mr. Krami, is not only a
problem in Afghanistan; it is a regional and global
problem. The recent report published by the International Labor Organization warned politicians and
employers around the world about the lack of employment opportunities, especially for the youth. In
the report it is written that the youths unemployment
is a dangerous crisis. This is a serious problem for
Afghanistan too.
The Ministry of Labor and Social Affairs with its limited resources, has plans to address the current challenges. This will not be enough to reduce unemployment across Afghanistan, but it can resolve a small
part of the problem.
There are around 9 million labor forces in Afghanistan; six million of them are employed in different
sectors and 3 million are jobless who live in poor
conditions.
According to Mr. Krami, 7% of those three million
people are totally unemployed and cannot earn
enough money to afford their daily expenses. Most
of them are under age of 30, he said.
He added: Such high number of unemployed young
people is unpromising and worrisome. The government recognizes this problem and seriously works to
resolve it.
The Ministry of Labor, said Mr. Krami, has started
44 In-flight

to work on National Labor Policy. The policy shall

regulate the government and NGOs activities in this
regard. The Policy will be completed in next three
months and submitted to the cabinet, international
community and partners of Afghanistan. We have put
some steps towards creating employment in order to
protect Afghans from unemployment.
Mr. Krami added: Vocational training programs are
very effective tools to ensure employment of youths.
We have 42 technical and vocational training centers
and 36 of them are active. These centers train people
on vocations that are demanded in the market. We
include people from different walks of life in our skills
development programs and projects. 30 percent of
the participants are women, 5-10 percent are handicaps and the rest are illiterate people and family

Interview

members of martyrs. In those centers, 52 different skills are taught including electro-technics,
electrician, masonry, carpentry, mobile telephone
sets repairing, air-conditions repairing, vehicles
repairing, tailoring, needlework, embroidery, husbandry, culture of bees and carpet weaving.
According to Mr. Krami, needy trainees receive
small financial supports, food and transportation
fees. Students who come from other provinces
are provided with hostel.
We will soon, Mr. Krami said, send afghan
labors to abroad where they will receive good
salaries. We are really happy; because this is
the first time we officially send Afghan labors to
abroad. The ministry of labor has signed MoUs
with 5 countries (Saudi Arabia, Qatar, Bahrain,
UAE and Iran) who demand labor forces. Currently about 7000 eligible workers are registered
and we plan to send some of them to Qatar in
2012. We issued licenses for 7 job announcement companies in order to attract potential labors based on the conditions set by demanding
countries. They introduced labors from the Afghan labor market to us.
The Deputy Minister said: This Ministry plans to
establish 5 vocational training institutes in different regions of Afghanistan, to train more trainers
around the country. The Ministry will establish
10-15 employment resource service centers.
He also said that the Ministry has developed a
three-year plan for training 100,000 trainees in
different fields through the existing training centers and establishing 16 new technical and vocational training centers.
It is reported that illegal foreign labors have filled
a considerable part of the Afghan work place.
Currently 120,000 foreign labors are employed in
Afghanistan and only 18,000 of them have work
permits. The Ministry of Labor has established
a monitoring commission in cooperation with the
Ministry of Interior Affairs and the National Directorate of Security to stop the employment of illegal labors.
We give permits to foreign labors based on the
standards set by the Ministry of Labors, and in
the past, hundreds of foreign labors have been

rejected because they could not provide necessary documents. This will improve the employment opportunities for our own labor force, said
Mr. Krami.
He added: During last seven years, we compelled 5000 workers of the largest foreign companies to register and receive permits.
During last six months, around 35,000 illegal
foreign labors were compelled to leave the country, and this has improved the employment opportunities for Afghan Labors.
At the end of the interview Mr. Krami said that
they are working on Human Resource Policy of
the country so that the labor rights will be secured according to the Law of Labor and no one
would be able to violate the labors rights.
