Project Business Case


Business Problem/Issue/Opportunity Currently, the city has developed a Cemetery project which links the Cemetery database to an IMS mapping point display and Genealogy search tool on the internet. The city would like to quality control and expand this application to include plot dimension drawings and further analysis functions. Project Business Goal Enhance and Promote the Citys cemetery applications to improve operational efficiencies for the corporation and to improve over the counter and on-line customer service.

Primary Project Objectives


Primary Project Objectives Review/Research the current cemetery data, online application and operations procedures. Scan/Geo-reference historic plot plan images for defined sections within designated cemeteries. Prepare a dimensioned composite of all plots within sections of the designated cemeteries. Update digital photography and scanned document attachments as required. Prepare themed layers based on dynamic queries of the SQL server database.

Project Overview StatementExecutive Summary

Build map templates for both public and operation based print outs of individual cemetery plots. Analyze sales information; modern trends and buying habits to improve plot configurations and sales. Recommend ways to better promote the application to the public. Prepare a recommendation report for service improvements and/or error reporting.

Project Benefits Three of the main benefits to completing this project are: Improved cemetery services both online and in person. Enhance and promote the Citys Cemetery applications. Improve overall cemetery operational efficiencies for the City.

Milestone 1: Draft proof of Concept of Deliverables-Reporting and Data Submission (Accomplished by December 31, 2012)

Deliverable 1.1: Research project and determine scope and deliverables. Deliverable 1.2: Draft report submitted to project manager. Deliverable 1.3: Submit report to client. Milestone 2: Geo-referenced Shapefile Composite of Dimensioned Plots by Section within the Designated Cemeteries (Accomplished by January 31, 2013) Obtain existing data from City of Niagara Falls. Run geo-referencing application in Arc map to create shapefile. Submit composite of the plots to the city.

Themed Shapefile Layers based on Sales Data and Interments (Accomplished by March 31, 2013)

(Accomplished by May 31, 2013) Deliverable 5.1: Formal report outlining trends and buying habits based on layer attributes, processed information. Deliverable 5.2: Submit formal report to clients for recommendations and comments. Deliverable 5.3: Update and resubmit based on recommendations and comments. Milestone 6: Production of recommendations report and presentation of suggested improvements to the system. (Accomplished by June 14, 2013) Formal report summarizing what else could have been done during Phase 2, and what could be done during future phases in order to further improve the capabilities of the system. Presentation to be delivered to client, relaying suggested further improvements for future phases . Production recommendations for promotional tools/strategies to better advertise the (Accomplished by June 14, 2013) Deliverable 7.1: Formal report illustrating strategies which could be implemented to further inform website users of the applications capabilities, as well as its existence to potential users . Project Conditions
Project Assumptions and Risks

It is assumed that all data and historic plot plan images will be provided by the client, the city of Niagara Falls, for this project; Access to Cemetery 2000 application and data, including sales. Risks include potentially not finding a scanner suitable for digitizing the historic plot plans.

Project Issues and Constraints As of right now, there are no project issues we are aware of. A constraint which could impede the progress of the project is not being able to find an appropriately sized scanner for digitizing the historic plot plans in time to meet the Milestone 1 deadline.

Project Critical Success Factors (Key Performance Indicators)


Project Critical Success Factors Locating a flatbed scanner in a timely fashion, in order to afford the project team enough time to digitize the historic plot plans prior to the December 31, 2012 deadline. Proper measures taken for transporting historic plot plans safely, efficiently on non-business days so as to not impede the weekly activity of cemetery. Adequate measures taken for saving, storing data.
