Memorandum CITY OF DALLAS June 17, 2003 Honorable Mayor and Members ofthe City Council Proposed Cost Savings/Revenue Enhancements and other Budget, Recommendations - Total $21, 706,00.00 During the pest eight years of budget deliberations, and this being my last, | have identified many opportunities. to reduce costs’ or enhance revenue while ‘maintaining key City services. City management has taken the initiative to implement many of these proposals, whichis very much appreciated. In addition, | have identified in the past, opportunities that if adapted could possibly lead te reduced taxes for fiscal year 2009/2010. While most of these proposals can be implemented now, others will require ‘additional study and may be viable for future budget periods, One opportunity is the example set by the city of Chicago, linois, which just privatized their parking meters for a savings of approximately $33,500 per meter uplront to the Cty of Chicago. This privatization has brought in over one bilion two hundred fity thousand dolars to Chicago, but not without headaches that are currently being adaressed and corrected. We have approximately 4,300 parking meters that, at that ratio, would bring the Cty of Dallas approximately $144 milion, plus not having to mantain a staf forthe billng of these fines. We certainly do not have the downtown population that the city of Chicago has, but tis is one example of thinking outside the box, and of course, we always have to proceed with caution.
