Service Record from PPO and Region Copy of NBI Clearance Affidavit of Undertaking (Revised Form) and Following other requirements if subject applicant has pending case (s), attach certification: Criminal Certification from Clerk of Court (indicating date the case was filed), and Copy of Information, Complaint. a. Administrative Certification from Summary Hearing Officer who has jurisdiction over the case(s), and other documents to show details of case) Note: Photocopied documents may be certified by the Admin or legal officers of unit/office as true copies except for the newly acquired eligibilities and training which must be authenticated by the issuing unit/office.

-The processing of the PSUPT Promotion Program shall be continuous based on Table of Organization (T.O) position in order to fill-up the required vacancies in PSUPT rank - Merit and Fitness shall be strictly observed - NO PROMOTION FOR PSUPT IF THERE ARE FLOATING PSUPT IN UNIT
The cut-off date for purposes of determining the time-in-grade/experience and completion of other qualification standards shall be on or before September 30, 2013. It follows that the promotional appointments shall be effective on September 30, 2013
In general, experience/time-in-grade shall be reckoned from the applicants date of attested permanent appointment in present rank.
However, those promoted in CY 2004 or earlier, the TIG/experience shall be reckoned from the effectivity date indicated in the PNP promotion orders pursuant to NAPOLCOM Resolution No. 2007-002 dated May 2, 2007.
In case an applicant had earlier been appointed in Temporary status before being appointed in Permanent status in his present rank, his/her experience/time-ingrade shall be reckoned from the attested temporary appointment to September 30, 2013 cut-off date.
If in case the permanent attested appointment was received by the CSC beyond thirty (30) days. Said appointment has a colatilla at the back of appointment. The effective date of the colattilla shall be the basis of counting of his experience/ time-in-grade.
a) The accumulative suspension period incurred by an applicant in his/her present rank shall be deducted from his/her time-in-grade; b) Experience/time-in-grade of an applicant who had been reverted to his/her previous rank shall be reckoned from the date of his/her appointment in the reverted rank; and
c) Experience/time-in-grade of an applicant who had been demoted to his/her previous rank shall be reckoned from the date of effectivity of his/her demotion.

- Applicants with failed and / or NO PFT in any two consecutive semestral ratings of 1st and 2nd Semester CY 2012 - Applicant with pending criminal case which remain unresolved for less than 2 years
COLLATERAL REQUIREMENTS: Applicants who will pass the Board Interview shall be allowed to undergo the mandatory drug test at the PNP Crime Laboratory and the Work Behavior and Performance Appraisal (WBPA) for PNCOs at PNP Health Service. A revised affidavit of undertaking on the validity and authenticity of his/her application documents and other circumstances shall be accomplished by each applicant to be submitted to his/her promotion board secretariat before the actual interview.
REMINDERS:
Those who are on training/schooling or the result of the eligibility examination is still unpublished or considered as forthcoming will not be considered for promotion.
Application for promotion of personnel who have pending application for special/meritorious promotion shall not be admitted unless said application for special/meritorious promotion be waived/withdrawn in lieu to regular promotion application. Any spurious document, fraudulent entry, or act of omission, misrepresentation or dishonesty shall be sufficient ground for outright disqualification.
As a general rule, the Promotion Boards shall only process applications of those who are qualified for Permanent Appointment to the next higher ranks. No Temporary status of promotion shall ever be allowed. All applicants must comply and satisfy all the Qualification Standards and other mandatory promotional requirements needed for the specific rank.
