Vienna Declaration Program Act of 1993- stable human relations among countries can help all states to eradicate illiteracy. It has called on all states to include human rights in the curriculaof all learning institutions, formal & non-formal settings.

United Nation Assembly


Adopted Resolution 49/184 of Deember 23, 1994, pocaliming a ten (10) year period from January 1, 1995 as the UN Decade for Human rights Education

Constitutional Mandate in the Philippines


Art. XIII, Sec.18 (5) of the 1987 Constitution, provides for the duties and powers of the Commission of Human Rights.
