The following report represents information on major events of the


past week, major events of the coming week, and future issues requiring your attention.

Events Related to the World Trade Center Incident

- On Friday, November 2, beginning at about 10:00 a.m., approximately 1,000


members of the New York City Fire Department joined by members of the
Ironworkers Union staged a peaceful rally and then, a violent demonstration at the
World Trade Center recovery site to protest recovery team staffing reductions,
resulting in injury to eleven NYPD officers. As a result, 2 active firefighters were
arrested as they stormed police barricades at Ground Zero, and 15 active and retired
firefighters were arrested during the ensuing investigation. From Ground Zero, the
protester^ proceeded to City Hall where they gathered for a peaceful demonstration
from noon until 12:30 p.m. when the group dispersed. On Monday November 12, at
your direction, all criminal charges against sixteen of the seventeen firemen arrested
as a result of their unlawful conduct during a confrontation over the World Trade
Ground Zero Site were dismissed. One case, involving a fireman who allegedly
assaulted a police officer remains active. The remaining officer, FF VM^K^fc
Ladder Company 120, was charged with Assault 3°, Criminal Trespass 3°,
Obstructing Governmental Administration and Disorderly Conduct.

- To date, sixteen funerals and/or memorial services have been conducted for members
of the NYPD killed in the line of duty at the World Trade Center, including those for:
Police Officer Vincent Danz, Police Officer Stephen Driscoll, Police Officer Brian
McDonnell, Police Officer Paul Talty, Police Officer Glenn Pettit, Police Officer
Santos Valentin, Police Officer Ronald Kloepfer, Police Officer Walter Weaver,
Detective Claude Richards, Sergeant John Coughlin, Police Officer Thomas Langone,
Police Officer James Leahy, Detective Joseph Vigiano, Police Officer Robert Fazio,
Police Officer John W. Perry and Police Officer John D'Allara.
