T#is re$ort and t#e ont#s o" $lanning and $re$aration be#ind it is intended as a collaborative brainstor ing e.ercise* At a ti e w#en $ublic $olicy in t#e trans$ort sector needs new ideas and new a$$roac#es& we #ave atte $ted to scan interesting $ractices worldwide in order to draw t#e to attention to all o" t#ose concerned wit# t#ese issues in Penang* T#e re$ort is t#us not a #ow to-do anual but an encourage ent and sti ulus "or no less t#an Rethinking Penang* And t#at is uc# needed* T#e underlying reality on t#e streets and $ublic s$aces in 2013 is t#is: Penang@s trans$ort& obility and $ublic s$ace arrange ents in 2015 leave a great deal to be desired* +it# so e but "ew e.ce$tions& t#ey are ediocre at best and "or t#e ost $art entirely unsatis"actory& un"airly and under$er"or ing* And t#ere is no good reason t#at it #as to be li%e t#at** T#e grinding situation is one o" every day: ore cars& ore tra""ic& ore congestion& ore $ollution& ore lost ti e& ore anger& ore noise& ore isolation& ore accidents& and "ewer good a""ordable o$tions "or getting around "or t#e vast a'ority o" t#e $o$ulation* T#e syste is ine""icient& and worse it is un'ust* <ut t#ere is worse yet: year a"ter year t#ey are continuing to deteriorate steadily& al ost visibly* T#e citi!ens and ta.$ayers o" Penang deserve better* :ne bit o" good news is t#at t#ere is virtually not#ing t#at is $articularly original about t#e circu stances o" inattention& inconsistency and decayA t#ese are t#e sa e be#aviors& $atterns and conditions encountered in t#e vast a'ority o" all larger cities across t#e develo$ing world* Per#a$s sur$risingly t#is can be seen as good news* <ecause we t#us %now w#at t#e $roble s are and we %now #ow to resolve t#e * T#ere are very "ew un%nowns* Many ot#er cities and regions #ave "aced t#ese c#allenges in t#e $ast and #ave "igured out #ow to a%e t#is transition* So t#ere is no reason w#y t#e sa e cannot be done in Penang* And one day it will* T#e only Buestion is w#enC T#ere are long list o" reasons w#y Penang needs to turn t#e situation around and wit#out undue delay* -n t#e 21 st century cities compete and any city w#ic# does not o""er a $leasant and e""icient $lace to live and wor% is going to lose out in t#e international co $etitions* T#e best and brig#test young $eo$le will leave suc# a $lace and it cannot e.$ect to co $ete "or new invest ents& 'obs and t#e creativity o" t#e brig#test and best in t#e international arena* Duality o" li"e countsE So "or all t#ese reasons it is ti e "or t#ose driving trans$ort $olicy and $ractice in Penang to start to loo% #ard at w#at can be done to a%e it not only
