Conduct of ARTA Watch Surprise visits to government agencies for period March to October 2013. ARTA Watch is conducted to determine government agencys compliance with No Noon Break policy pursuant to Republic Act No. 9485 (An Act to Improve in the Delivery of Government Service to the Public by Reducing Bureaucratic Red-Tape, Preventing Graft and Corruption, and Providing Penalties Thereof) and to determine how the agency is performing insofar as frontline services are concerned.

Conduct of Service Delivery Excellence Program (SDEP) to agencies with Failed ratings.

In 2012 ARTA-RCS, five (5) agencies with failed ratings in the ARTA-RCS were subjected to Level I assistance through a Focused Group Discussion (FGD) held on June 8, 2012. On August 14, 2012, a follow-up survey to the same failed agencies was conducted to monitor compliance of the recommendations discussed in the FGD. Results thereof reveal improvement in their respective ratings. Five (5) agencies underwent 2nd RCS, four (4) of which passed, while one (1) agency is still subject to 2nd RCS because data gathered on November 5-7 RCS was destroyed due to typhoon Yolanda. For this year (2013), six (6) agencies with failed ratings in the ARTA-RCS were subjected to Level I assistance through a Report Card Survey FGD held on August 5, 6, 28 and 30, 2013 conducted by Field Directors. A follow-up survey to the same failed agencies was also conducted to monitor the compliance of the recommendations discussed in FGD. Five (5) agencies underwent 2nd ARTA-RCS in September 30 October 4, 2013, the remaining one (1) failed agency is scheduled for 2nd RCS in 2014.
