Observe 9th August as Anti-Imperialist Day
THE LATEST developments including agreements signed with US state secretary Hillary Clinton by the
UPA government further exposes what is meant by the ‘strategic alliance’ with the US. On each and
every count tis proved that itis nothing but ‘strategic subservience’ to the big brother destroying even
whatever sovereignty our country had.
For example, the end use monitoring agreement (EUMA) signed hastily as wanted by Hillary
during her visit for the sale of US miltary hardware suggests that US Is Interested only in huge
benefits from its transactions with its so-called ‘strategic partner’. In the nuclear field while US officials
‘were speeding up the demand for placing orders for billions of dollars worth US equipment for two
nuclear reactors to be supplied by the US, they were pushing for the exclusion of enrichment and
reprocessing (ENR) items from India's waiver at the Nuclear Suppliers Group, contrary to the claims
of Manmohan Singh while signing the Indo-US Nuclear Agreement. Though Indian side raised the
ENR question it has not created any impression on Hilary. It is being proved that even while
Manmohan Singh government is repeating about ‘strategic partnership’, the US is imposing tts own
‘terms over the country one after another. That means all the agreements signed are one-sided,
benefiting the US imperialists.
The imposition of the imperialist globalisation policies, all the agreements signed with US ete. are
manifestation of the intensification of the neo-colonial slavery imposed over the country. India is
pushed down to the status of an accomplice of US imperialism by the comprador rulers in the country.
As a result whatever sovereignty the country had is also eroded. That is why when US master minded
the military coup in Honduras Indian government kept silance.
It is the responsibilty of all freedom loving sections of the people to raise their voice and rise up
against the surrender of our country’s sovereignty to US imperialism. In this context, we appeal to all
ppatriote, democratic forces to observe August 9, the August Revolution Day, as Ant-imperialist Day
‘0 express our resolve to fight against imperialist powers, especially US imperialism, wno are
enslaving the country for theit reactionary neo-colonial interests and their lackeys,
A Budget to Create More Multi-Billionaires at the Expense
of Aam Adami
‘THE EUPHORIA created by the corporate media and the Congress leaders about the largesse clalmed
to have been dished out in the central budget for 2009-10 presented on 6th July to the am adami
continued for days, The massive propaganda even went to the extent of repeating that all the benefits
are provided to the poor while the bail out plans for the corporate houses were not provided any
importance, On the whole the budget speech and later propaganda were nothing but a skilful and
calculated effort to fool the masses.
Take for instance the total allotment to the NREGA, Rs. 3 per kilo rice/wheat to BPL families, loan
waiver to the peasants, for primary education and for all other welfare measures catering for 80-65%
of the population. Including 144% increase for NREGA the total will be hardly 10% of the total outlay,
less than one-third of the defence budget Among these so-called largesse, much of it will be made
accessible only later. So the whole propaganda that itis a budget for aam adami repeated by media is
nothing but a gimmick to cheat the masses.
‘At the same time, nothing is done to bring down the prices of essential commodities including
rice, pulses, ete. On the contrary after the budget, they are sky-rocketing pushing the people to
absolute misery. While the prices of diesel and petrol were raised once again just before the budget,
there are also talks of taking away the price control mechanism altogether for petroleum products. In
addition to already existing factors, the fall out of global financial meltdown has increased
unemployment rate, According to government's own admission the per capita income for 80% of the
population per day is just about Rs. 20. In spite of a whole lot of meaningless talks about catering
‘everything for am adam, they are fooled again while intensifying their pauperisation
(On the other hand the neo-liberal agenda is carried forward enthusiastically. The finance minister
has declared that the government will keep 519% of the share of all public sector units. It means 49%
shares will be sold out indicating massive disinvestment. Already steps are taken to sell 49% shares
of the biggest bank, the State Bank of India, Huge allotments are earmarked for bail out plans for the
corporate sector. Most of the outlay is to benefit the rich classes and the upper middle class,
It is a budget for the rich, which will unprecedentedly increase the divide between the rich and the
poor. Our assessment that the return of the UPA with more strength is going to strengthen the rightist
‘wind is being proved correct. The pauperisation going to be created by this budget and policies linkedwith it is going to be massive. The game of the government and the media to project it as @ budget for
the aam adami should be thoroughly exposed. People should be educated and mobilised to launch
massive struggles against this deception.
India: A Wonder-Land of VVIPs and VIPs
ALREADY India has some of the richest corporate barons in the world, As statistics shows soon India
‘wll have largest number of the super rich in the world. The Lok Sabha and Rajya Sabha ate already
‘turned in to rich men’s clubs, with about two-third of members in crorepati’ list. This pattern is being
repeated in the state assemblies also, Stil the MPs and MLAs are not satsfied with the rate of growth
of their personal assets and the present amounts provided for MPLADS (MP Local Area Development
Schemes) and MLALADS (MLA Local Area Development Schemes) which they utlise mostly for
enhancing patronage. Though the National Advisory Council advised in 2005 that ‘the MPLADS
scheme should be dispersed with and these funds should go directly to panchayats and
‘municipalties’, though the Second Administrative Reforms Commission recommended in 2007 that
both MPLADS and MLALADS should be abolished, large number of MPs are demanding that
MPLADS should be hiked from Rs. 2 crores to Rs, 5 crores per year to create a huge permanent fund
lnder their discretion. Soon the MLAs will join the chorus and there are all possiblities for these
demands getting approval, Soon they can hang boards outside the parliament and state assemblies
‘Only crorepats are allowed"
Gone are the days wen the leaders mixed with the people. Now they consider themselves a
separate class who should be always protected by securitymen, ‘black cats’ and what not. Almost all
these leaders of the ruling class parties including regional parties consider it shame to travel without
big contingent of securitymen around them, So Lalu, Mulayam, Mayavati and their MPs strongly
protested and stalled the Lok Sabha till their securitymen were allowed to continue at former level
Tens of thousands of erores are spent for providing security ring to all tiose scoundrels belonging to
all the ruling class parties, who are afraid of mixing with the people and consider themselves the new
‘ajas or ranis, or even maharajas and maharanis.
Former president Adbul Kalam is very much in the news nowadays for getting frisked while
boarding the Continental Airways of US. The company says it is their usual procedure. Why the
‘number of men provided at public expense to look after this VVIP did not know about these rules?
‘And if Kalam felt bad for getting frisked, why did he go in the same airiine? Irhe felt bad he could have
cancelled the US visit, The sky would not have fallen. Again we had George Femandes, then a
ccantral minister, who got disrobed for security check in US. He did not cancel his US trp in protest. Or
not dared to, All these VVIPs including ministers, former presidents etc. pollute the atmosphere here
with ther protests while not daring to open their mouth in the land of their masters, the US. And the
corporate media never ask this question. why you did not protest then, disallow the frisking or
disrobing and cancel your tips?
Amidst this din the vital question is left unanswered: why should there be discrimination among
passengers travelling by the same flight? Just because one has become a VIP or VWIP why should
he/she get unending special privileges at the expense of the people?
‘And all these dirty bastards go on saying that we are a ‘composite’ society, above class.
Gentlemen and ladies, what you are parading is the most shameless class-based arrogance to the
people, and slavishness to your US masters, It is outright class politics in action, What we are
‘witnessing is eliticisation in all flelds: on the roads, in public places, in the field of education, in
hospitals, everywhere. Along with the old rich, the neo-rich and this VIP-VVIP class think that this
country belongs to them, and vast masses of people are their slaves
This supra-ciass behaviour, this arrogance, this material and moral corruption should be exposed
and fought. This is the result of the six decades of neo-colonisation, the lards, maharajas, rao sahabs
of colonial days are replaced by a whole bunch of compradors parading as corporate barons, modern
day rajas and ranis, WIPs and VIPs in thase neo-colonial days. The class divisions, as a result, has
sharpened more then ever. Only a class war can throw out this dirty, stinking ruling system, run by the
arragant, corrupt bunch of modern day rajas and ranis who despise the people, and ride rough shod
over them.

Significance of the All India Conference of CPI(ML) in
November

2009 at Bhopal according to the deciaration of the Vijayawada Unity Conference in January 2005 at a
vary critical time both internationally and nationally
Internationally the imperialist system is in the middle of an unprecedented crisis, more severe
than that of 1929-30. In spite of all the efforts to bail out the giant banks and the MNCs, whose
speculative games played a major role in leading to the present mettdown, by spending trilions of
dolars the crisis is not receding. it has spread all over the world, tis stil intensifying. As a resuf, in
order to get out ofits clutches the imperialist forces, especially the US imperialism is bound to find out
‘ways and means to transfer the burden of this crisis to the shoulders of the working class in their own
countries and of the oppressed peoples and nations around the world, As a result, all the fundamental
contradictions including the one between capital and labour and between imperialism and the
oppressed peoples and nations are intensifying, The imperialist crisis has also brought forward once
again that not imperialism, but socialism is the only alternative path forward for the world people. Even
‘the intensification of the contradiction among the imperialist countries and monopoly groups for bigger
share of world market and natural resources are also leading to the further aggravation of the first
three ones, As a result, in spite of the unbridled aggressions and neo-colonial plunder by the
imperialists, in spite of rightist wind unleashed by the imperialists and their lackeys to dite the
consequences of the global meltdwon, the objective conditions are becoming more and more
‘favourable for unleashing a mighty communist challenge to the imperialist system
But in spite of the emergence of the Marxist-Leninist forces in more and more countries, in spite
of the antrimperialist movement gaining stength in many regions including Latin America, the
subjective forces of proletarian revolution are stil weak internatonally. Besides, they are stil not
united to initiate the rebuilding of the Communist International, as was done at the time of Marx,
Engels and Lenin in order to launch a united worldwide struggle against the capttaist system, It was
based on this proletarian internationalist understanding Marx and Enge's raised the slogan: Workers
of the World, Unite, which was later developed by Lenin to Workers and Oppressed Peoples of the
Works, Unite.
The All India Special Conference of CPI(ML) will give special attention to this question of the
initiative to be taken by our Party for the building of the Communist International anew according to
present world situation. The draft document on International Situation and Our Tasks, the Path of
Revolution and the Political Organisational Report give special emphasis on this important task before
[STRENGTHENING OF THE RIGHT WIND AT NATIONAL LEVEL
The result of the 15th Lok Sabha elections leading to the return of the Congress-led UPA government
‘with more strength without a serous opposition force to its rightist polices within the pariament, and
‘the performance of this government unleashing the neo-liberal policies in a frenzied manner have
intensified the neo-colonisation process unpreved-entedly. Coupled with the fall out of the imperialist
‘meltdwon the vast masses of people are reeling under ever-mounting prices of essential commodities,
unemployment and cutting down of real wages. Along with the so-called terrorism, Naxalism’ and
‘Maoism’ are also targeted to hike the defence budget further, to strengthening of the police forces
and inteligence agencies and to cut down even the existing democratic rights further through new
black laws. The corporate media, is utlised fully to divert attention from these vital issues.
Communalism, casteism and parochialism are utilised along with decadent feudal values and
Impenalist values including consumerism and the imperialist culture to divide and to maim the
masses, to divert them from the path of any meaningful struggles against the ruling system,
‘The Conference addresses these serious issues by putting forward the draft document on the
Character of Indian State which analyses the concrete conditions of neo-colonisation to be combated,
‘explaining the target of revolution in the document on Principal Contradiction and putting forward the
draft document on Path of Indian Revolution according to the concrete conditions of our country,
During the last four or five decades lots of discussions have taken place on evolving an Indian
path of revolution in the communist circles and among the left intellectuals, In spite of it, the
parliamentary left of CPI(M)-led Left Front persisting in the path of peaceful transition advocated by
Krushehov and company have degenerated to parliamentarism, to social democracy, to the
Implementation of the neo-liberal policies wherever they are in power.
Though Naxalbari uprising had created lot of enthusiasm all over the country, it had fizzled out
‘soon and suffered severe setback due to its sectarian mistakes, trying to pursue the Chinese Path as
‘Our Path, trying mechanically to transplant the Chinese experience to Indian conditions. In epite of it
the CPI(Macist) is trying to stick to this suicidal path, alienating the masses from the revolutionary
forces through its anarchist actions. Though many of the other organisations who profess. by
Naxalbari uprising are claiming to have abandoned the sectarian past and have embraced mass line,
