Evaluation Model Table and Evaluative Criteria

Evaluation Model EXPERTISE AND CONSUMERORIENTED APPROACHES

Advantages Expert judges are recruited or hired to make evaluation decisions. Oftentimes, appointing experts to make decisions about programs can ease the process of making important evaluation decisions. For consumeroriented approaches, this type of evaluation includes explicit criteria that are then judged by the consumers. This is a particularly effective evaluation approach for formative evaluation. An advantage of using this evaluation model in my project would be that I could act as the expert judge and I could survey the teachers in the program as the consumers. This approach involves using

Disadvantages If the expert judges are biased or the standards used to judge a program are heavily influenced by one individuals beliefs, then this form of evaluation is not as objectiveand might then be less effectiveas other models. For consumeroriented approaches, an important drawback of this evaluation model is the lack of comprehensive appraisal of a product as the result of narrowing the range of criteria and the standards used to assess those criteria (Fitzpatrick, et al., 2010). A disadvantage of choosing this approach is that I am not necessarily a qualified expert judge on the PLC, and I would want a more well-rounded evaluation that doesnt just consider the opinions of the teachers involved in the process.

Some drawbacks of this model include the potential to focus only on the objectives and not recognize the value of a program, leading to incomplete evaluations, as well as the lack of consideration for context when evaluating a program based only on

a logic model to analyze the objectives of the program. This model is simple to understand and implement and often results in

information that is relevant (Fitzpatrick, et al., 2010). An advantage for selecting this approach is that I have already created a logic model, and I have experienced the benefits of analyzing a program in this way to better understand a program. This is one evaluation model DECISIONORIENTED EVALUATION APPROACHES where the evaluator works very closely with a stakeholder or manager who must make decisions about a company and helps create questions or collects data to aid in making those decisions (Fitzpatrick, et al., 2010). An advantage with this approach is that I would be able to work with someone in the program and create a more applicable evaluation plan that would help the principal at the school more. This approach focuses on PARTICIPANTORIENTED EVALUATION making evaluation a partnership by allowing stakeholders to share

the objectives (Fitzpatrick, et al., 2010). This model can also oversimplify complex programs, and can sometimes encourage evaluators to form biases about a program because of the narrowed, blinder-like effect that objectives can place on an evaluator.

A drawback is that because the model focuses on helping certain powerful stakeholders make decisions, this model might result in extreme bias or unethical situations based on the specific information and data that the stakeholders choose to evaluate, as well as how they broadcast the results. This particular model doesnt fit well with my evaluation of the PLC, because I am not in a position to make decisions about the PLC. Moreover, the principal at my school is very busy, and finding time to meet to plan the evaluation might not be possible.

Some disadvantages of this model include: it can create a problem when certain individuals are not included in the evaluation, because these people might not

information with evaluators. This approach could create the most extensive evaluation that utilizes inclusion of people within the company or program, and the use of naturalistic inquiry methods. I could work with both the principal and other teachers to collect data and plan the evaluation.

This type of evaluation cannot be administered quickly, and engaging stakeholders at this level of participation can prove to be a challenge. For my project, this approach might be unrealistic considering the amount of time I have to evaluate the PLC, and how much time I would be able to have to work with the principal at the school.

Rational for choice of model for this program evaluation: For my program evaluation, I will be combining some aspects of the Participant-Oriented Evaluation Model with the Program-Oriented Evaluation Model. This will allow me to utilize my logic model to identify my evaluation questions, as opposed to needing to meet with the stakeholders to identify the purpose of the evaluation. I will survey stakeholders and members of the program and utilize their ideas in order to create the best evaluation. I will use the stakeholder-based evaluation as described by Fitzpatrick et al. (2010) in order to include many stakeholders but ultimately be the decision-maker for the project.
