Missouri Among the 78 counties examined in Missousi, the three counties with the ‘worst election performance results were DeKalb, Jackson, and Pulaski, All three counties had poor voter participation rates in the last presidential election, Jackson was the worst on both voter registration and voter turnout, Pulaski the second worst, and DeKalb the third worst on the two factors. This raises the question as to whether the views of residents in the three counties are fully reflected through the electoral process Additionally, DeKalb had the worst rate of absentee ballots rejected inthe state— nearly six and ahalftimes higher than the state average. Meanwhile, Jackson had the 12th-worst rate of absentee ballots rejected and Pulaski had the 18th-worst rate. Jackson and Pulaski counties also had high rates of voters removed from the voter rolls. Jackson was the 6th worst and Pulaski was the 13th worst. In particu la, Jackson's rte was neatly twice that ofthe state average. 27 Center for American Progress Action Fund | Unequal Access 2012 Missouri voting law snapshot Voter registration: + Online registration option: No™ + Same-day registration option: Not + Deadline: 5 prm.on the fourth Wednesday prior to Election Day" Voting administration: Mis- soutis election is governed by the office ofthe secretary of state and locally by county clerks and boards of elections.” Voter ID/residency require- ments: In excess of HAVAS re ‘quirements, Missouri voters were required to show an ID—although not necessarily photo ID—in order tovote* Missouri: Best and worst counties For the complete list of county data, please see Appendix A or visit the interactive tables that accompany the ‘online version of this report.
