CONSTRUCTION PHASE SERVICES

A. Office Engineering
1. Assist the Authority in securing bids, tabulation and analysis of bid results, and
furnish recommendations on the award of the construction contract.
a. Once the bid process is completed, and the construction contract has been
awarded, the Engineer shall proide a complete conformed set of drawings
and specifications, which updates all design changes made during the bid
phase period, to the !"#A Pro$ect !anager and the !"#A !anager of
%ocument &ontrol.
b. #he Engineer must certify that any changes'addenda made during the bid
phase period that result in cost implications are recorded and updated within
the Estimated &onstruction &ost by the Engineer(s Professional &ost
Estimator. #his update shall be at no cost to the Authority, unless the
changes' addenda are made as a direct result of the Authority(s re)uest.
*. &onsult with and adise the !"#A on specific problems as they arise during
construction.
+. Prepare elementary and supplementary s,etches re)uired to resole problems due
to actual field conditions encountered.
4. -eiew detailed construction drawings, shop and erection drawings and material
submittals by the &ontractors, for compliance with the approed design, drawings
and specifications, and all applicable laws, statutes, ordinances, codes, orders, rules
and regulations. and when completed, will be in compliance with the re)uirements of
the contract documents as follows/
a. 0hen a submittal complies with construction contract documents, the
Engineer shall approe it.
b. 0hen a submittal clearly does not comply with construction contract
documents, the Engineer shall either/
i. %isapproe it, or
ii. %isapproe it along with recommendations for resubmission.
c. 0hen the submittal has only minor deiations from the construction contract
documents, the Engineer shall note the deiations and omissions as may be
appropriate and approe the submittal sub$ect to notations.

1. -eiew &onstruction Pro$ect schedules submitted by contractor
a. "aseline Schedule -eiew 2 3Initial Construction Schedule Review) 4n
accordance with the !"#A Pro$ect &ontrols !anual, define and identify layouts
and reports for routine reiews of contractor schedule submittals. 4ndependently
assess the pro$ect scope to establish compliance of 5preliminary6 As7Planned
&onstruction Schedule. &ompare Schedule and Scope against &ontract #imes.
-eiew schedule for contract re)uired se)uencing, phasing and time allowances
for submittal reiews and other owner responsibilities. -eiew schedule logic for
completeness, feasibility and proper predecessor and successor relationships to
submittals, procurement, permitting and ties to proper access restraints,
milestones and interfaces. Ensure that all interfaces are practical and confirmed
by appropriate agencies, parties and subcontractors. -eiew &ontract accesses
and milestones to ensure proper constraints are reflected. 4dentify preferential
logic that could be remoed if necessary. -eiew durations for reasonableness
and identify if greater than +0 days. -eiew cost'resource loadings for
reasonableness. -eiew schedule for reasonableness of critical path, float
management and float utili8ation. &onfirm submittals meet contract technical
re)uirements. &onfirm that reasonable allowances are included for uncertain
eents such a repeat submittals and normal weather effects on weather sensitie
wor,. &onfirm that schedule allows for actual pro$ect conditions. Prepare
schedule reiew report along with recommendation.
b. 9pdate Schedule -eiew 2 3Regular Monthly Schedule Updates) 4n accordance
with the !"#A(s Pro$ect &ontrols !anual, alidate progress with !"#A team
Pro$ect !anager and confirm compliance to contract times. 4dentify changes
between updates and compare to the baseline. 4dentify'reiew critical path logic
changes and out7of7se)uence progress. %etermine that change orders hae
been incorporated and delay issues are fair and reasonable. Summari8e and
reiew the critical and near critical paths. Prepare progress analysis and trend
charts 3manpower'cost:. &onsider oerall implication of the information in the
schedule submittal. Assist !"#A in preparing written responses to the
&ontractor and attend monthly progress meeting. !inor schedule changes and
minimal time impacts will be reiewed as part of the typical update process.
c. #ime 4mpact Analysis -eiew 7 3#4A: 4n accordance with the !"#A(s Pro$ect
&ontrols !anual, reiew substantial schedule impacts, delays or changes to the
&ontract submitted by contractor. Proide detailed analysis to determine time
entitlement. -eiew contractors schedule fragnet, associated resources, cost
loading and supporting documentation. -ecommend approal or disapproal of
#4A.

;. -eiew and comment on reasonableness of contractor(s submitted Schedule of

B. Field Engineering
1. !a,e periodic isits to the pro$ect site to obsere the progress at interals
appropriate to the arious stages of construction and the )uality of the e>ecuted
wor, in order to determine if the wor, is proceeding in accordance with all
re)uirements of the contract documents and all applicable laws, statutes,
ordinances, codes, orders, rules and regulations. #he Engineer shall promptly
submit to the Authority a detailed written report subse)uent to each on7site pro$ect
isit.
*. Attend the regular pro$ect progress meetings.
+. At the re)uest of the Authority, issue necessary interpretations and clarifications of
contract documents, re)uire special inspections and testing of the wor,, and ma,e
recommendations as to the acceptability of the wor,.
4. %uring the course of construction, -e)uest for 4nformation 3-?4: ?orms, as specified
in Section 01+00 of the &onstruction &ontract Specifications will be submitted by the
@eneral &ontractor re)uesting clarification of the design. #he Engineer will respond
to each -?4 within 14 calendar days unless an e>tension to the response date is
mutually agreed to between the Engineer and the !"#A Pro$ect !anager. 4n
addition, the Engineer will maintain a database'list of each submitted -?4, and be
able to document the status of each.
1. -eiew changes in plans and specifications and submit an attesting design approal
letter to the Authority within 14 days of receipt of the change. #he &onsultant(s
%esign Approal =etter shall include/ A statement indicating that they hae reiewed
the proposed changes to plans and specifications, and confirmation that the change
is consistent with respect to the intent of the design. #he letter should also address
any anticipated impact to schedule and confirmation that the wor, is necessary and
not already part of the &ontract. An attesting letter is re)uired for each change. #he
attesting letter should not address the price of the change or the reasonableness of
any &ontractor proided pricing.
;. %esign &onsultant(s 4ndependent &ost Estimate 34&E: -esponsibilities/ At the
re)uest of the Authority, the %esign &onsultant will prepare an 4ndependent &ost
Estimate 34&E: for changes to the plans and specifications. #he 4&E should be
completed and returned to the Authority within A days of the Authorities re)uest. #he
4&E is to be prepared prior to receipt of the &ontractor(s Proposal 3when possibly:

and shall be proided in the same detail as re)uired in the !"#A(s published
&hange Order @uidelines 3-ecapitulation Sheet and =abor, E)uipment and !aterial
Sheet and profit calculation only:. 3Bote/ #he 4&E is not an analysis of the
&ontractor(s proposal. 4t is an independent estimate done prior to iewing the
&ontractor(s proposal.:
a. 4ndependent &ost Estimate 34&E : 7 #he 4&E is to be proided to the -esident
Engineer and the Pro$ect !anager in electronic e>cel format, in enough detail
to be useful as a cost analysis and negotiating tool, and lin,ed so that
ad$ustments to -ates, =abor, E)uipment or !aterial details will result in a
corresponding price modification on the -ecapitulation section of the spread
sheet. =abor, fringe and other ariable rates must be applicable to the
&ontractor and #rade 9nion doing the $ob and the time frame when the wor,
will be done. #he &onsultant will use an E>cel Spread sheet format that is
aailable at !"#A, &ontract Administration.
A. Obsere initial operation of the pro$ect, or performance tests re)uired by the
specifications as appropriate to determine if the wor, is in accordance with all
re)uirements of the contract documents and all applicable laws, statutes,
ordinances, codes, orders, rules and regulations, and approed Structural C
4nspection Plan as re)uired by the State "uilding &ode.
D. Participate in semi7final and final inspections and report on the completion of the
pro$ect, including recommendations concerning final acceptance and assist in
resoling pro$ect punch list items
E. #he Engineer shall prepare re)uired documentation to obtain a State &ertificate of
Occupancy from the %epartment of Public Safety 3%PS: State 4nspector including the
?inal &onstruction &ontrol %ocument at contract completion. #he Engineer also
needs to assist the !"#A Pro$ect !anager in obtaining other pro$ect closeout
documents including Eleator &ertificates and ?ire Alarm &ertificates re)uired for
obtaining a State &ertificate of Occupancy for the pro$ect.
#he Engineer shall assist the !"#A Pro$ect !anager in obtaining a System Security
&ertification from !"#A Safety, and complete a reiew of as7built plans re)uired to
obtain a &loseout Botice from %esign C &onstruction.
10. #he Engineer shall be the primary reiewer of the contractor submitted As "uilt
