Mandate M/524
The SESII+ proposals for the revised EASA BR includes repealing the IOP regulation 552/2004. One of
the elements of the IOP regulation that does not appear in the draft EASA BR which succeeds it is the
role of Community Specifications (CS) which provided recognised compliance for systems and
constituents to the IOP ERs/IRs and test cases for system operation. The ESOs and Eurocontrol have
previously been mandated to produce CSs and currently there is an ESO mandate, M/524 which has
been produced to support the ATM Master Plan.
Due to the uncertainty of the future for CSs as a result of SESII+, within the timescales that
mandated CSs would be produced, the ESOs would not be able to engage member and industry
support to develop the CSs required by the mandate.
These issues and the impact to the ATM Master/Standardisation Road map and the draft PCP IR has
been discussed with the commission and consequently the ESOs have informed the commission that
work on the mandate has stopped until these issues can be clarified. In response to this, the
commission proposed an ATM Standards Strategy meeting bringing together all of the relevant
parties. The meeting planned for 15 May 2014 was cancelled however and a new meeting date is
awaited.
The ESOs have the resources available to commence work on the Datalink multi frequency CS and
the AeroMacs CS, which are early requirements of the mandate, if there is a positive decision
regarding CSs.
