For most Civil Engineering Projects, Dr. Eng. John Ngaya Mukabi is usually the Team Leader, and/or
Project Manager, Project Director, Chief Technical Advisor, Materials, Pavement, Highway and
Geotechnical Engineer/Expert.

9. KEY QUALIFICATIONS:

Being one of the most brilliant Engineers and Scientist of our times and a leading African Engineer, Dr.
Mukabi is vastly experienced in the field of Geotechnical Engineering, Soil Mechanics and Civil
Engineering. His achievements are vast, showing the highest value input, some of which have made him
earn numerous awards. He is currently the only Non-Euro Member of World Elite Scholars of the
European Geogrid Experts Panel, EGEP, alongside the other various esteemed memberships above. His
approach to design and engineering is unique and he has come up with revolutionary methods and
techniques that immensely assist Engineers in both design and construction supervision. For more than
27 years he has worked on highways, bridges, airports, and many more large Civil Engineering Projects.
His skills in developing unique and innovative concepts and techniques for practical application in
Geotechnical Engineering, Materials Testing, Survey Methods, Analytical Approach, Perceptive Scientific
Tools, Systematic Approach Concepts, Engineering/Scientific Theories, Design Approach and Methods of
Construction as well as scientific and engineering research and specialized construction supervision
methods are, by any standards hardly quantifiable.

He studied in Japan for 13 years mastering the skills he mainly adopts in practice for various major
projects in the African Region and internationally. He attained a Ph.D Degree from The University of
Tokyo graduating top in his class among international and Japanese students. While in Japan, Dr. Mukabi
participated in a number of large-scale projects and his substantial research input culminated, partly, in
the realization of the Ultra Futuristic 21st Century City - the Minato Mirai 21 (MM21). This is a city in
Yokohama City of Japan that incorporates all the modern design elements including automated
highways, high-tech information superhighway infrastructure, high-tech smart buildings and amenity
facilities constructed predominantly on land that was reclaimed from the sea. He also possesses great
qualities, knowledge and genius for civil engineering construction of bridges, highways, and affordable
housing for developing countries, which result in appreciable cost savings.

Whilst at the University of Tokyo, Dr. Mukabi also had opportunities to conduct advanced joint research
with scholars from the Massachusetts Institute of Technology (MIT), Harvard University, University of
Cambridge, Imperial College, University of London, City University London, University of Sydney,
University of Beijing, University of Rome, University of Naples, Politecnico di Torino, among others.

Dr. Mukabi has held key positions in international firms including Katahira & Engineers International,
Construction Project Consultants (CPC), Inc., and Kajima Corporation, among others, where he has held
such Senior and Executive positions as Chief Technical Advisor, General Manager and Asst. Managing
Director for the African Region. He is also the CEO and Chief Consulting Engineer of Kensetsu Kaihatsu
Consultants, Chairman of Createch Management Consultants, Director and Chief Technical Advisor of
numerous local and International Construction Firms, all organizations of which are deeply involved
with projects in Developing Countries all over the world. He has excellent and practical communication
skills combined with a great sense of humor and compassion, characters which make him easy to work
with, and open to ideas and discussions.

He has mainly worked within the African region for the past 14 years, mainly for Projects under the
International Aid Agencies such as The Japan International Cooperation Agency (JICA), World Bank,
Asian Development Bank (ADB), African Development Bank (AfDB) various NGOs and many other
organizations. He has played a major pivotal role in the success of various projects by providing prompt
and pragmatic engineering solutions to some of the most critical geotechnical engineering problems and
complex soils, besides developing VE (Value Engineering) countermeasures for projects in areas
suffering from a gross lack of suitable materials for road and foundation design and construction. His
engineering contribution has led to appreciably enormous cost savings and reduction in terms of
construction time of some major highway and bridge projects particularly in Ethiopia, South Sudan,
Tanzania, Uganda, Rwanda, Burundi, South Africa, Mozambique, Kenya and the African and Asian
Regions in general.

Dr. Mukabi strongly believes in the importance of fostering capacity building and technology transfer for
the benefit of upcoming Engineers and Professionals geared purposely for achieving sustainable
development. He has initiated and established various programmes to assist young people and
Engineers attain higher knowledge and expertise. He has also been a direct and distant Supervisor and
Examiner of Post Graduate Students in University of Nairobi, Jomo Kenyatta University of Agriculture
and Technology (JKUAT) and Addis Ababa University as well as various universities in Asia and Europe.
His research is founded on top global high technology and focused on the African Continent with its type
of materials and problems that face Engineers, Donors, Politicians and in general, the people of Africa.
He has worked extensively in Ethiopia, Southern Sudan and Tanzania.

Currently, he is directly involved in project work in Kenya, Southern Sudan, Ethiopia, Ghana, Egypt,
Tanzania, Zambia, South Africa, whilst offering distant advisory services in various other countries
worldwide, including mainly Germany, England, Hungary, Poland, Russia etc, whereby he always
encourages the enhancement of Technology Transfer, Capability and Capacity Building as well as
appropriate Training Programmes.

Dr. Mukabi has been awarded more than 35 top international honours and cited in major biographical
references including The Contemporary Who’s Who of Professionals – 2005/2006, American Hall of
Fame, The Genius Elite, Great Minds of the 21ST Century, The Contemporary Who’s Who 2003/2004,
American Biographical Institute (ABI) Contemporary Hall of Fame, The 2003/2004 Leading
Intellectuals of The World, The World Book of Knowledge, and many more. He has received more
than 25 awards and been nominated for others such as ABI Man of The Year 2003, Noble Laureate,
World laureate of the ABI, Life Achievement Award, The Da Vinci Diamond Award, American Medal
of Honour Award 2004, Leader in Science Award, Achievement in Research Award, International
Order of Merit Award, ABI Nobel Laureate, among others. The list seems to continue progressing
dynamically.

Project Description: The Trans Tokyo Bay Highway, connecting Kawasaki
City in Kanagawa Prefecture and Kawasaki City in Chiba Prefecture, Japan
and traversing across the Central part of the Tokyo Bay Loop Road Network,
was a project involving the construction of a 15.1 km highway initiated by
the Trans-Tokyo Bay Highway Corporation under the Ministry of
Construction, Japan. The main features included bridges, under sea shield
tunnels, and man-made islands. The samples of the Tokyo Bay Clay, which is
a relatively stiff clay of the Pleistocene Eva were obtained from various
locations of the constructions site at depths of between on 50 m below a
21.15 m deep sea bed.

Consortium of Japanese, British Kenyans and Germans.

Jun’91 ~ Jun ‘94 : Name: Waterfront Development, Reclamation And Ground Settlement-
Associated Problems of The New Kansai International Airport., Japan

Project Description: The port and Harbour Research Institute of the


Ministry of Transport, Japan requested for a joint research to characterize as
precisely as possible, the ground settlement at the site of the New Kansai
International Airport as a result of reclamation activities. The Osaka Bay
Clay adopted fro experimental testing and research was sampled from
depths of 98 –210 m below the seabed.

Dr. Mukabi developed various hi-tech testing techniques and procedures
during this study that were effective in precisely determining the elastic and
shear moduli, effect of reconsolidation procedure in relation to settlement,

prestraining among others, whilst offering invaluable advise on the suitable
techniques to be applied during the construction supervision stage.

Apr’92 ~ Mar’95 : Name: The OAP (Osaka Amenity Park) Project For Skyscraper
Buildings & Amenity Parks in Osaka, Japan (Obayashi Construction
(3 years) Company)

Project Description: OAP stands for Osaka Amenity Park, a project that
involved the construction of high rise buildings and amenity facilities
between Okawa and Tanimachi in Osaka city. The project consisted of
constructing a 176.25 m tall skyscraper office block, a 117.25 m tall hotel
block both founded on piles, several 30 floor residential blocks, hotel
annexes, parks and other socio-welfare amenities.

Dr. Mukabi was assigned to undertake comprehensive research to
determine suitable geotechnical parameters for foundation design,
characterize the geotechnical aspects for ground and foundation simulation
during construction and in the post-construction stage in case of the

Project Description: The Project involved basically, the construction of a


large shaft to drain the water and control flooding that would have occurred
due to Kanda River along the Kannana Highway and residential and amenity
areas.

Due to the complications that may have prevailed in the geotechnical
characteristic as a result of the flooding, Dr. Mukabi was assigned to study
these effects under varying conditions. The research concerned mainly the
experimental. Study of the surrounding Suganami clay which was very stiff
and heavily over consolidated Pleistocene in nature. The drained and
undrained behaviour of the Suginami clay under intense static and cyclic
loading was therefore studied. He also assigned to supervise and ensure that
the newly developed hi-tech civil engineering methods are effectively
applied during the construction.

The Ariake Clay is a very soft, sensitive and highly structured clay
underlying the Ariake area in Kyushun Southern part of Japan. The project
involved undertaking research that would establish and develop ground
improvement methods that would realized higher strength, deformation
resistance and enhanced engineering properties so that the ground would
act as a foundation for railway constructions.

Project Description

The Great Kansai Earthquake which struck in February 1995 caused death,
injury and colossal damage of most civil engineering and architectural
structures in Kobe, Japan. It was therefore necessary to promptly establish
various technical committee that would undertake emergency mitigation
measures and propose the fastest methods of reconstructions since the city
had practically been destroyed.

Position: Civil & Reconstruction Engineering Consultant

Dr. Mukabi was one of the Civil Engineering Consultants appointed on the
technical committee of the University of Tokyo to particularly evaluate the
post-destruction geotechnical and foundation conditions of various
structures including highways, bridges and skyscraper buildings and

possible appropriate emergency as well as long term measures.

Due to the colossal damage that had been caused by the El Nino, the
Ministry of Roads and Public Works of Kenya requested the Consultant
(CPC) to come up with VE based solutions for the major lagas along the
330km long Malindi – Garissa road. Since lack of suitable geomaterials also
posed a problem, it became necessary to develop methods of improving the
material quality besides advising on the overall supervision.

Location: Malindi/ Garissa, Kenya

Project: The section has a total of 130Km connecting Garissa (Provincial


headquarters, North Eastern Province) and Hola (District
headquarters) Tana River District in the Coast province. Garissa is a
vital base for camps for the UN, WFP and other NGO’s.The
Construction of section A was undertaken by (OOP)office of the
president, through direct labour by National Youth Service and
supervision by the Ministry of Public Works and Housing. The
works involved the construction of 130Km of road and 2 bridges, 7
box culverts and over 300 pipe culvert lines. A total 103Km of
paved road and 110Km earth works were completed by October
1997.

The El-Nino floods caused massive damage to the earthworks already


constructed at Km218-221, in the process forming a deep gulley of about
30-60m wide and 2-3m deep. This section had to be re-aligned.

Project: North-Western Corridor (Addis Ababa ~ Debre Markos ~ Gondar


~ Eritrean border) is one of the most important trunk road. It traverses the
northwestern part of Oromia, Amhara and Tigre Regions, the highest
agricultural producing areas of the country. Forty-six percent of major crops
and 45% of livestock (number of head) of the country are produced in the
area of influence of this corridor. This entire Corridor is programmed for
rehabilitation or upgrading under RSDP-1, particularly Addis Ababa Goha
Tsion forming a principal section of this corridor is placed as the highest
priority.

Due to the exponential increase in Traffic Volume, the fundamental objective


of the project was to undertake a detailed and comprehensive study for the
enhancement of the serviceability, safety and structural capacity levels of
the Addis Ababa-Goha Tsion Trunk Road in order to foster further poverty
reduction and increased socio-economic development through connections
to Sudan and Eritrea.

Project: The Holeta~Muger road Project is located in West Shoa Zone of


Oromiya Regional State. The road branches off at Holeta, located about
45km from Addis Ababa along the Addis-Nekemt-Ambo main highway.

The road traverses two main towns namely Inchini, located at 35kms from
Holeta and Muger Reiji located at 52kms from the same. The road is mainly
utilized by heavy trucks in transporting cement, raw materials and fuel for
the Muger Cement Factory. The Project entailed undertaking a Pre-
feasibility study and preliminary Engineering Design for the Holeta~Muger
Road comprising of a total length of 56.8km.

Project Description: As most developing cities, Nairobi, the Capital city of


Kenya and transportation hub for the East and Central African Region is also
indeed faced with Urban Transportation problems mainly associated with
population explosion, rapid increase in vehicle traffic and chronic
congestion.

In order to substantially alleviate some of these problems, the Government


of Kenya and Japan International Cooperation Agency are in the process of
preparing a Master Plan which will propose solutions for upto the Year
2025 as well as implementing pre-FS for the priority projects comprising
predominantly of the construction of missing links and Non-Motorized
Traffic (NMT) facilities, CBD traffic circulation plan and reciprocal
improvement as well as introducing a reforem system for the Bus-Matatu
Public transport.

town and the surrounding areas. Subsequently, a comprehensive

Location: Southern Sudan

Project: The flagship project is the 67,000sq km Block Ba in Southern


Sudan, an area equivalent to approximately 28 UK North Sea blocks or 11
UK North Sea quadrants. White Nile have planned an ongoing exploration
and development programme for Block Ba, which includes drilling a
minimum of two exploration wells in 2007 during the dry season, with the
first exploration. White Nile acquired the services of Geotechnical
Engineering Consultants and have constructed the first pad with the rig
operational and the services include design and construction supervision of
airstrips, access roads, additional pads and general civil engineering
structures. The main objective was to provide expeditious engineering
solutions to the problematic soils related Pad Foundation Design for the
drilling rig which is set for mounting in Jale, geographically located in the
Sudd Flood Plains of Southern Sudan. The urgency of This Project required
that quick impact engineering solutions be provided to determine cost-
effective measures. Based on some recently developed enhanced scientific
theories and engineering concepts, comprehensive testing and analysis was
carried out with as much precision as possible and a remarkably stable pad
foundation was constructed expeditiously.

Leer~Adok Trunk Road and Port Project

Location: Bentiu, Southern Sudan

Project: The Leer~ Adok Trunk Road is Located in the oil rich Unity State
and traverses South-easterly From Leer to Adok through Flood-prone areas
characterized by problematic soils and swampy zones. The road is
approximately60km in length connecting the hinterland to the White Nile,
which is an important waterway for transporting goods and persons to
Khartoum and Juba. The state of Unity being faced with major logistical and
transport problems,required solutions that are VE and cost-
effective.Considering that the country is still rehabilitating and
reconstructing,no formal transport routes are available that are
economically viable fore importing the much needed and lacking goods.It
was established that the alternative for importing such essential goods as
cement,construction materials, other necessities, was to use the Nile river
after the goods are delivered in Juba from Kenya.The cost of goods is at an
all time high of 200% of the cost in Kenya. The logistical alternative of using
the river would cut the cost drastically. Once the goods arrive at Adok port,
they would need a good road to transport to Bentiu, the main town and thus
the project to develop the Leer~Adok Trunk Road connecting to the Main
Trunk Road to Bentiu and the Adok River Port.

proposed project is located in Mbeya region in the South-Western

The project road is about 115Km long. The altitude ranges between 1200m
to 2450m above sea level. The road transverses the highest point of trunk
roads in Tanzania, standing at 2450m above sea level, and is 18km away
from the Mbeya Municipality. The road is to be constructed in phases and
Phase I covers from Mbeya to Lwanjilo (36Km).

Currently, the airport handles domestic traffic, which operate up to 6


domestic flights per day and serve the western Kenya region, covering

Local Soils for Outering Ring Road Project.

Location: Outering – Nairobi, Kenya

Project: New housing areas are developed along the trunk road in a radial
pattern with little attention to roads for commuting; trips originated from
those areas have a characteristic of long distance trip beyond walking.
Consequently, transport demand for motorized traffic is generated to
concentrate on radial arteries. The project area is outside the Central area of
Nairobi, 7Km radius from the CBD and is surrounded by Karura Forest to
the north, and Kingara road to the West.

The main aim of the Project was to ensure the soils along the Outering Ring
Road could withstand the heavy traffic (mostly trucks) cutting across it on
their odyssey to join Mombasa Road to the South.

tarmac grade. The proposed project is located in Mbeya Region in the South-
Western Highlands, about 750km from Dar es Salaam City. Specifically the
project will be carried out in Mbeya Rural and Chunya Districts.

Location: Mt. Elgon, Kenya

Project: The Government of the Republic of Kenya (GoK) through the


Ministry of Roads (MoR) is undertaking the upgrading of the Kamukuywa-
Kaptama-Kapsokwony-Sirisia road to tarmac grade. The proposed project is
located in Mt. Elgon in the Western Region of Kenya, about 550km from
Nairobi City.

The Project road is about 92km long and lies between 08025’00 –
08053’36”S and 33000’48” – 34007’12”E. The altitude for the Project road
ranges from 2200 to 2450 metres above sea level (m.a.s.l). The project road
traverses some of the highest points of trunk roads in Kenya.

The consultants were commissioned to undertake a comprehensive


geotechnical engineering analysis and review of the original design by
employing Value Engineering and set up State-of-the-Art standards
fostering engineering and scientific concepts that can be tailored and
applicable in Kenya.

The assignment included the following tasks:-

i) Review comprehensively, the original design documents.


ii) Study the Kenyan Pavement and Materials Design Manual – 1999,
Standard Specifications and any other relevant documents.
iii) Undertake comprehensive Site Surveys and Investigations.
