Rules & By-Laws

A. Registration of Players
1.

Clubs must register teams in ALL 5 Age Groups,

Under 8
Under 10
Under 12
Under 14
Under 16

Born on 1st Jan 2006 and later

Born on 1st Jan 2004 and later
Born on 1st Jan 2002 and later
Born on 1st Jan 2000 and later
Born on 1st Jan 1998 and later

2.

Each team in this tournament is allowed to register a maximum of 12

players in this invited carnival. All boys must abide strictly to age category
as stated above with an exception given to female players, who maybe two
years older in each Age Group.

3.

All teams must provide a photocopy of Birth Certificate/Identity

Card/Passport and produce the ORIGINAL during registration for
verification. Teams that do not submit these documents will not be allowed
to take the field of play and deemed to have conceded a walkover.

4.

A player is strictly prohibited from representing more than one Team

or Club. Such a player will be ejected from the tournament and the team
will be disqualified from the Tournament.

5.

Players registration lists must be submitted to the Organizing Committee

on or before 15th November 2014. Failure to do so may result in players
being declared ineligible to play.

6.

Any Club that violates the above Registration of Players Rules shall be
disqualified from the tournament. All matches featuring the ineligible player
will be awarded to the opponents with a score of 2-0.

B. Game Rules
1.

Played on a 7-A-Side basis with no offside.

2.

All matches will be played for the duration of 15 minutes with NO interval.
Only the Final match of the Cup and Plate Competitions will be played for
the duration of 15 minutes with 2 halves of 7.5 minutes each and a 2 minute
interval between halves.

3.

Minimum number of players to start a match shall be 5. A maximum of 2

minutes allowance shall be allowed after the starting whistle by the referee
failing which a walkover shall be awarded to the opponent with a score of 20 and 3 points.

4.

It is the responsibility of the respective teams to keep track of their actual

match times. During the duration of the tournament matches may start
earlier or later than the provided printed schedules. Teams are responsible
for taking to the field when required.

5.

Substituted players shall be allowed to re-enter in the same match (rolling

substitutions). Coaches are required to inform the referee when they want
to bring on a substitute. Substitutions will only be allowed when the ball has
gone out of play or in a dead ball situation. The substitute can only enter the
field of play after the player being replaced has left and after receiving a
signal from the referee.

6.

Each team should have 2 sets of numbered jerseys. In the event of a color
clash the team named first shall be required to make a change. Teams are
to ensure that their players use the same number on their jerseys
throughout the duration of the tournament.

7.

Players are required to be appropriately attired including boots, shin

guards and long socks. Any player inappropriate dressed can be disqualified
from playing.

C. Yellow/Red Card
1.

A player receiving 2 yellow cards shall be banned for the next match. The
yellow card count will be zeroed at the end of the quarter finals.

2.

A player receiving a Red Card shall be barred for the subsequent 2 matches.

3.

The Team Managers will be responsible to monitor and ensure that any
player under suspension are not fielded for subsequent matches, failing
which the team may be disqualified.

D. Decisions
1.

Referees decision is final.

E. Points System (League)

1.

Win - 3 points, Draw -1 point, Loss 0 points

2.

In the event of 2 or more teams with an equal number of points at the end of
the League Format, the following rules shall apply in the following order:

i.

Goal Difference - the team with the better goal difference will qualify.

ii.

Goals For - the team with the most goals for will qualify.

iii.

Goals Against - the team with the least goals against will qualify.

iv.

Head to Head result the winner of the head to head meeting will
qualify.

v.

Penalty Kicks each team to take 3 penalty kicks (to register 7 players).

vi.

Sudden death penalty kicks in the event that after 3 penalty kicks the
result is still a draw, sudden death penalties will be taken until a winner
is decided.

3. In the event of a draw in a 2nd, 3rd or 4th Round match, the following

applies:
i.

Both teams will have 3 players on the pitch to play 3 extra minutes.

ii.

The first team to score wins.

iii.

After every minute of play, a player from each team will be withdrawn,
once the ball is out of play or the game is in a dead ball position called
by the referee.

iv.

In the event of a free kick or throw in, where there is only 1 player on
the pitch, the team in possession can restart the game by passing to
themselves.

v.

No substitutions are allowed during the period of extra time. Only

those players starting the extra time can remain on the pitch even in the
event of an injury.

vi.

In the event that after 3 extra minutes the result is still a draw, sudden
death penalties will be taken until a winner is decided. If all the 12
players have taken a penalty kick each and the result is still a draw,
then sudden death penalties will continue with the same sequence of
players who had commenced the penalty shootout until a winner is
decided.

F. Discipline
1.

Any player/team official/supporter who is involved in fights, abusive

behaviour, disrupts matches or causes damage to Royal Selangor Club
property shall be banned from the tournament and be ejected from the Club
premises.

2.

Spectators are not allowed to stand by/behind the goal post.

G. Protest
1. No protest shall be entertained as the decision of the referees and the

technical committee is final.

H. Rules not stated
1. Standard FIFA/FAM rules shall apply, failing which the decision of the

technical committee shall be final.

I. Inclement Weather
1. If the field becomes unsuitable for play due to heavy rain or for any other

reasons, the Technical Committee reserves the right to make any changes
necessary to the duration of games and format of the tournament.
J. Medical
1. A medical team will be on site to provide treatment to injuries sustained

during the course of play.

2. Players with open wounds are required to seek medical attention and are

only allowed to play when the bleeding has been stopped.

3. Medical coverage and Personal Accident insurance will not be provided to

players.
4. The Organizing Committee will not be held liable for any death, disability,

personal injury, loss of property or any other loss howsoever arising from
any cause whatsoever at any time during the course of this tournament.
5. Each player is responsible for his or her personal health and safety upon

agreement to participate in this tournament.

K. Club Rules
The rules of Royal Selangor Club will be adhered to at all times.

1.

2. No outside food or beverages may be brought into the club premises. Food

and beverages will be sold in the club for the duration of the tournament.
All visitors to the club are to be appropriately attired at all times.

L. Competing for the Overall Dato Chu Challenge

Trophy
1. The Club that accumulates the most points from the 5 Age groups,

namely Under 8, 10, 12, 14 & 16 will be the overall Champion and
will be the winner of the Dato Chu Ah Nge Challenge Trophy.

In the event of 2 or more teams with the same number of points, the Overall
Tournament Champion will be decided in the following sequence:
i.

Head to Head result between the tied teams across all age
groups for the duration of the tournament the team that has
the most Wins will be the Champion.

ii.

Total of Goal Difference across all the age groups during the 1st Round

iii.

Total of Goals For across all the age groups during the 1st Round

iv.

Total of Goals Against across all the age groups during the 1st Round

If the above doesnt decide the winner, than the teams concerned will be
Declared as Joint Champions.
