This is in response to your enclosed letter dated October 7, 2014, requesting records
under the Public Records Act (Govt. Code § 6250 et seq,), received on October 8,
2014. Specifically, you made several requests for records relating to the Sheriff's
Department use of “cell site simulators . . . “fallso callled ‘IMS! catchers . . . or
StingRays, after the brand name of one such device sold by the Harris Corporation.”
There are no records responsive to your requests numbered 3, 6, 9 and 11
There are no disclosable records responsive to your requests numbered 2 and 7. The
responsive records are exempt under, but not limited to, the following authorities:
Government Code Sections 6254 (k) and 6255 (a); Evidence Code Sections 1060 and
1061 and Civil Code Section 3426.1
Enclosed are the records responsive to Request numbers 4, 5, and 8. Portions of these
records are redacted under but not limited to, the following authorities: Government

Request number 10 requesting "data gathered through use of the Sting Ray . . or
technologies was used in the investigation of any crime" is somewhat unintelligible. In
an effort to assist you, we have reasonably interpreted your request to be a request for
records used as a tracking or investigative tool. If this is incorrect, please let us know
immediately and precisely state the nature of the request. Under our reasonable
interpretation of the request, the response would be identical to our response to #4

2014, in response to your request number 1 and number 12, which asks for records

this Search Warrant not only applies to the original Target Telephone Number(s), but also includes any telephone
number(s) subsequently assigned to the same handset, SIM card, andlor subscriber. Additionally, the information and
services requested in this Search Warrant not only applies to Service Provider, but to any other telecommunications
cartier that provides service to the Target Telephone Number(s) due to roaming agreements andlor changes in sence.
The following information and services shall be provided within 24 hours of request for the ime period beginning Date and
Continuing fora thity (30) day period from the date this Search Warrant was signed by the Cour
‘Subseriber/Account Information, to include: Name, address, activation/suspensian dates, payment method,
‘account notes, additional telephone numbers/persons listed on the account, make/model of handset, Electronic
Serial Number (ESN), International Mobile Equipment Identifier (IMEI), International Mobile Subscriber Identity
(IMI), Mobile Station Identifier (MSID), Mobile Identification Number (MIN), and Mobile Equipment Identifier
(MEID).
Call Detail Records with Cellular Site Location, to include: cell site/sector, beginning and ending location for
each call, Location Area Code (LAC), Cellular Identification (CID), Per Call Measurement Data (PCMD}, switch
information, tattude, longitude, orientation, azimuth, direction and strength of signal fram the cellular tower,
GPS Precision Location Information: Service Provider shall initiate a signal to determine the location of the
Target Telephone Number(s} mobile device on the Service Providers network or with such other reference points
as may be reasonably available at five (5) minute intervals for a thirty (30) day period from the date this Search
Warrant was signed by the Court. Service Provider shall provide this Infarmation over the telephone upon
demand and/or send the information to the e-mail addresses provided by the Los Angeles County Sheriff's
Department,
PEN Register / Trap-and-Trace with Cellular Site Location: The installation and use of a pen register/irap-
and-trace device with cellular site location information, including text message and data activtyltransaction
information (no content), the “caller identification feature" without geographical limitations, and dialed digits after
connection (post-cut-through digits) for thirty (30) day period form the date this Search Warrant was signed by
the Court. The installation and use of a pen register on the Target Telephone Number(s) registers numbers dialed
or otherwise transmitted from the Target Telephone Number(s) and records the date and time of such
transmission and length of time the call was connected for outgoing calls. The installation and use of a trap-and-
trace device on the Target Telephone Number(s), including the “caller Identification feature" without geographical
limitations, captures the incoming electronic or other impulses which identifies the originating numbers of wire or
electronic communications and records the date, time, and duration of calls created by such Incoming impulses.
Service Provider shall provide, on an ongoing andior real time basis, the location of cell site/sector (physical
‘address) at call origination and termination, direction of signal, strength of signal, Automated Message Accounting
(AMA) data, dialed digit extraction, extended digit dialing, and a listing of control channels/PN offsets and their
corresponding cell sites for the Target Telephone Number(s).
IT 1S ORDERED that Service Provider shall notify the Los Angeles County Sherif's Department of any changes to the
‘Target Telephone Number(s) andlor the account associated with the Target Telephone Number(s) during the time period
covered by this Search Warrant.
IT IS ORDERED that the Target Telephone Number(s) account remain active during the time period covered by this
Search Warrant even if it has been scheduled for deactivation due to non-payment or breach of contract. The law
enforcement agency executing the Search Warrant will incur future billing costs at the point of deactivation and
compensate Service Provider for such additional billing costs ftom the date of deactivation and continuing through the
{ime authorized by his Search Warrant.

Page 20f4IT IS ORDERED that Service Provider shall furnish information, facilties, and technical assistance 24 hours a day, 7 days
a week, necessary to accomplish the installation and operation of the pen register/trap-and-trace unobtrusively and within
minimum disruption of normal telephone service.
IT IS ORDERED that any snd all telecommunication carriers subject to regulation by the Federal Communications
Commission (FCC) to provide telecommunications services within the United States of America as listed on an ongoing
bbasis under FCC Form 499-A (including telephone companies, internet service providers, and VOIP providers), shall
provide, within 24 hours of request from Law Enforcement, the following information for any incoming/outgoing numbers
dialed or captured from the Target Telephone Number(s) andlor any other identifying numbers relevant to this ongoing
investigation, including: Telephone numbers, Electronic Serial Numbers (ESN), Mobile Identification Numbers (MIN),
Mobile Station Identity (MSID), Intemational Mobile Subscriber Identity (IMSI), and international Equipment Identity (IMEI)
fumbers, for the time period beginning (Date) and continuing for a thirty (90) day period from the date this Search
Warrant was signed by the Court

Third Party GPS Precision Location Information: Upon Request, Service Provider shall iniiate a signal to
determine the location of the subject's mobile device on the service provider's network or with such other
reference points as may be reasonably available at five (5) minute intervals for a thirty (30) day period from the
date this order was signed by the Court. AT&T Mobile Locator e-mails andlor T-Mobile ¢-911 e-mails shall be
sont to the e-mail addresses provided by the Los Angeles County Sherif's Department,
IT IS FURTHER ORDERED, that the Los Angeles County Sherif’s Department, or any other law enforcement
department, including the United States Marshal's Service, working in conjunction with the Los Angeles County Sherif’s
Department, is authorized to utlize any tawful means andlor equipment to further analyze the requested data received
from the respective telephone companies in an effort to ascertain the current location of said cellular device at any time of
the duration of this order.
IT IS FURTHER ORDERED, that no law enforcement agency acting on behalf of this warrant, utilize any
equipment or device to intercept any “aural transfer” as defined in PC 629.61(a)(4), or other electronic
communications, including SMS (text) messages, multimedia messages, writings, sounds, images, web
addresses, or any other communication not expressed and authorized by this order.
{TIS FURTHER ORDERED, that, based on the details described within the Probable Cause of this Search
