Call from Mobile Station to land line:


1. MS after dialing a number and press send key uses Random Access Channel (RACH) to ask for a
signaling channel.
2. The BSC allocates a signaling channel, using Access Grant Channel (AGCH).
3. The MS sends a call setup request through Standalone Dedicated Control Channel (SDCCH), to
the MSC/VLR. Over SDCCH, all signaling takes place. This includes: Marking the MS status as
active in the VLR (if the MS status is not updated earlier).
4. The MSC/VLR instructs the BSC to allocate an idle Trafic Channel (TCH). The BTS and MS are told
to tune to the TCH.
The Authentication Procedure:
Ciphering
Equipment Identification - Sending the called Subscriber number to the network Checking if the
subscriber has service barring of outgoing calls activated.
5. The MSC/VLR forwards the called number to an exchange in the PSTN, which establishes a
connection to the subscriber.
6. If the called subscriber answers, the connection is established.
7. The dialing information is received via BSSAP in the MSC
8. An audit of possible subscriber restrictions takes place in the MSC/VLR
9. Based on the dialled digits, MNP query is started; MNP server is triggered
10. The information from MNP server is converted in the MSC and via the routing a route into the
PSTN is determined.

Intelligent Network IN
The IN system is used for billing purposes. when MSC-A starts call establishment, as a result of
receiving a setup message over the air interface from the A-party, it invokes an IN service in the SCP.

Call Set up Time


The successful call set up consists of two procedures:

1. Immediate Assignment procedure and


2. Assignment procedure
2. Immediate Assignment procedure which is used to create a signaling connection between the
Mobile station (MS) and the network. It can be initiated only by the MS sending a CHANNEL
REQUEST message on the Random Access channel (RACH) to the BTS that it requires a signaling
channel (SDCCH).
3. Assignment procedure which is used to occupy a radio resource (speech channel). The MSC is
initiator of this procedure. The MSC sends an ASSIGNMENT REQUEST message to the BSC
requesting the assignment of a radio resource (RR). Then it comes next signalization between
BTS and BSC in order to allocate and activate a suitable RR (Traffic channel - TCH).
