disappointment in Congressman Shuster for his vote on December 10, 2014, in
favor of H.R. 4681, the Intelligence Authorization Act (IAA) for Fiscal Year
2015.
The IAA is an annual appropriations bill for 16 government agencies and
departments in the area of “intelligence.” We object to the new legitimacy that
section 309 gives to the collection and dissemination of data from unsuspecting
citizens which have not been charged with any crime.
Section 309 allows government agencies to continue collecting, sharing, and
using information gathered through electronic activities of citizens without the use
of a warrant or any means of due process. In fact, it authorizes the Attorney
General's office to establish guidelines for the use of such acquired information for
five full years.
This bill was being rushed through a vote without any discussion of this
controversial new section until Congressman Amash brought it to the attention of
Congress. On very short notice and no debate, the bill gained 100 dissenters.
Unfortunately, Congressman Shuster was not one of them,
We expect our congressman to support the Bill of Rights and all our due
process rights, as provided by the United States Constitution. We consider this
confiscation of personal communications to be unconstitutional, and expect
Congress to reinforce the limits already put in place in the Constitution.
