Sadly, you kept targetting me in particular by calling me names and for running down my family members including my wife and my sons. I kept quiet because I knew that my crusade, as indeed that of my fellow cricketers was for a just cause and that sooner than later, the truth would come out, and give people like you a resounding rebuff, which I think, is now almost areality. 1 am attaching herewith some relevant information/documents which will give a lie to your misstatements and fobbing us off with warped and inaccurate replies. At every level, you tried to mislead us and your personal interest in defending your ‘valuable colleagues” was simply shocking. Now that the SFIO Report is my hands, and I have seen the unimaginable rot in DDCA under your misrule for 14 consecutive years, I am literally numbed at your actions and inactions to control/manage the affairs of a smail association like DDCA. Now that action has to be taken against all office bearers, your own role has to naturally come in sharp focus, since the Ministry under your charge is supposed to take action against the key Management Personnel and all office bearers at that time- yourself included. While you have always smartly sidestepped responsibility as President of DDCA for all its ills and mismanagement, it seems that time has come to seek accountability from you. The dubious role of certain office bearers who have been defalcating at least Rs 25 crores every year, and the cover up provided by the auditors should wake you and Finance Ministry officials to the massive fraud that has perpetrated in DDCA every year. Hundreds of questions on financial matters have not been answered by your management every year, You will recall that cach year, many members raised the issue of the tainted Audit firm, yet you and Sh Narinder 25, Pt. Batra over ruled all of us and retained them, for reasons that are becoming clear with each passing day. It is now not surprising that Sh Batra, who enjoys your total backing and protection hhas been abusing me in mails that he is forwarding you, in the matter of Hockey India vs [HF imbroglio, where he has usurped hockey’s management in India. [ understand that you are also a Director in their Hil league, which shows how political patronage has resulted in the unauthorized takeover of a sports organization that had been running hockey since 1935. But that is another story. Just look at the track record of DDCA’s audit firm. ‘The auditor, till 2012 was one Ashish Makhija, who was a Joint Secretary in DDCA, and when members objected to this ‘double role’, he gave up his role as Joint Secretary, and changed the name of his Company to RMSB & ASSOCIATES (Rashmi Makhija and Sanjay Bhardwaj) and continued manipulating DDCA’s accounts through this new company in which his wife, Rashmi Makhija is a key member. The Regional Director’s Report is a grim reminder of what a pliant auditor can do to pull wool over the eyes of members of a company. Merely fining the auditor and a few sacrificial office bearers will not recover the loss of hundreds of crores- it is apparently a great business model to first defalcate large amounts of money and then get away by paying a small amount of fine by getting the infractions compounded. And I will not detail your own fixing of elections in DDCA year after year. If you want, I can send you court certified copies of the proxies that you yourself cast in 2012 where instead of 2 Joint Secretary (Sports), you cast in favor of three candidates- yet, the proxies were counted as genuine, and a close election got swayed by the sleight of hand of your handpicked Election Officer. As to action to be taken against the key management personnel in pursuance of the Regional Director's Report, I request you to kindly see the declaration made by you in DDCA’s Annual Accounts for 2012-13 as to how many key management personnel they have. Even otherwise, as clearly enunciated under Section 5 (Gand H) of the Companies Act, in the absence of specific work allocstion amongst various office bearers (to be registered with ROC) all office bearers will be deemec to be responsible for infractions of law. As President, you took a decision to save Entertainment tax by underpricing nearly half of the tickets, most of which were doled out as freebies. Having known you well enough, I am reasonably sure that you will try your best to rubbish me as much as you can, and will try to rubbish the SFIO findings which are a confirmation of the mismanagement and defaleation of money in DDCA. Be as it may, law should catch up with all the wrongdoers who have shown no accountability so far. It is time to recover the money siphoned off from this association over the period that you were in charge of. If you still have some faith in the rule of law, I would suggest that you should initiate action against DDCA for recovering at least Rs 150 crores which has ostensibly been defalcated by a few office beurers. Just compounding a few infractions is not enough punishment- efforts should be made to get back Rs 150 crores of public money. As a Finance Minister who has taken the oath to work in accordance with the constitution and rules of good governance, I trust that you will take the right decision to seek the help of other Investigative agencies to recover the defaleated public money, which has been used in buying properties and farm houses by your “valued colleagues” who you always defended, with all your might. Our Government has begun to clean up the mess left behind by UPA. I only hope that the mess left by you in DDCA js also cleaned up in one fell swoop, and all wrongdoers are punished, irrespective of their status.
