All empires had different believes. Some may have thought that being strict was necessary and others may have been very lenient. Should societies base legal system values / processes on religious concepts? if one society has one religion, it is okay for that to happen. If everyone doesn't mind it and believes in the same thing, then it would be considered acceptable.

and others did not? All empires had different believes. Some may have thought that being strict was necessary and others may have been very lenient. For example, the Egyptians would not let anyone move up the hierarchy of authority for any circumstances.
What challenges did rulers face as
civilizations grew into Empires? Many empires became stricter when they got larger. For example, the Babylon culture grew very large over time. Hammurabi released a set of laws that were really strict. They were harsh, which caused everyone in the group to listen. In my opinion, slightly forceful laws are necessary to control s big empire. Although, there are some times where it can be way too mean.

Should societies base legal system
values/processes on religious concepts? I think that if one society has one religion, it is okay for that to happen. Maybe in your religion it is necessary to hurt someone. That doesnt make it okay, although if everyone doesnt mind it and believes in the same thing, then it would be considered acceptable. If there are multiple religions, there can be conflict with legal systems.
Why were the RVCs mostly polytheistic?
I think that the RVCs were polytheistic because they had a god or goddess for reactions of the earth. The natural disasters were unplanned and not very easy to plan for. The only explanation for them was that some great force was doing this to them because they have done something that made them mad or disturbed.
Should leaders use religious influence for
decisions impacting the society? I think yes and no. if a society has mixed emptions based off of religious beliefs, then no. If everyone does believe in one thing the, yes. It could help benefit the society and allow it to flourish as a whole.

What geographic factors influenced
life/decisions in the RVCs?
The rivers would flood unexpectedly in the Mediterranean, so
the people believed it was gods punishing them. In the Indus river valley, there were two predictable floods that were good for crops and it gave them good nutrients that helped the crops for agriculture.
