20 POINT HARRISBURG ACTION PLAN
#COMMUNITYmatters
COUNCIL ON THE CORNER: Reinforce representation by council members of the
entire city that elected them. Implement, through grant funds, Council on the Corner
program. Neighborhood by neighborhood, City Council members use a mobile office
to reach out to community members and address community issues. One on one.
INTERNET FOR ALL: Provide free citywide Internet access. Enable opportunity for all
citizens of Harrisburg to connect and participate in the current and next big thing.
GREEN SPACE: Establish GreenBurg Memorial Mini-Park program. A meaningful
response to deal with blight and crime block by block. Create vest pocket parks as
places for gathering and reflection. Green space will enhance real estate values and
memorialize the innocent victims, young and old, of gun violence in our city.

#BUSINESSmatters

MOTIVATE BUSINESS, CREATE JOBS: Develop Work in the Burg small business
job creation incentives. Small businesses create most new jobs and need our support.
Help our community by also raising the minimum wage and encouraging diversity.

SMART GROWTH: Plan growth and zoning that both encourages new businesses and
protects our neighborhoods. Take a new look at zoning plan created by last Council.
Strengthen areas where it has succeeded and rewrite where it has restricted growth.
SANE PARKING POLICY: Fight for smart parking hours and rates. Restructure deals
to give Council a bigger voice in forcing parking relief. Financial distress turned city
parking into a monopoly, with the potential for abuse that monopolization brings.
Proper oversight is key to reigning in costs to residents, workers and businesses.

#SAFETYmatters
EFFECTIVE POLICE POLICY: Increase foot and K-9 patrols, making police operations
community oriented. Increase accountability by creating Police Action Review Board.
SAFER SCHOOLS: Emphasize school vicinity police presence during start and release
times, when students are most vulnerable to street crime. Police protection when our
children are most exposed to the threat of drugs and gangs. Safe students, safe streets.

DIVERSITY OF FORCE: Modeled after effective recruitment efforts by nearby cities,


revamp police recruitment to incentivize hiring city residents and diversify the force.
INVOLVE YOUTH: Create Junior Police Academy program in conjunction with the
Harrisburg School District high schools. Engage interested students in opportunities to
gain self-respect and exposure to becoming police and other law enforcement officers.
MINIMIZE DRUG DEATH: Require that Harrisburg police and local emergency
medical services have available Naloxone and other life saving drugs to prevent
overdose deaths. This effort should be part of a broader effort to fight heroine and
prescription drug abuse. We need to use all tools available to protect our citizens.
GET THE GUNS: Implement Operation Ceasefire, which has proven to reduce gun
and gang violence in other cities. Effectively expand buy-back programs. Research the
possibility of restricting COP KILLER ammunition sales in Harrisburg City.
NON-LETHAL OPTIONS: Emphasize training for a use of non-lethal options in
confrontations. Also increase communication, sensitivity and diversity training.

#DEMOCRACYmatters

POLITICAL RESPONSIBILITY: Ensure that City Council members and appointees of


the Mayor fulfill their responsibilities when it comes to promptly paying local taxes.
Civic responsibilities must be shared equally between citizens and public officials.

OPEN GOVERNMENT: Advocate for online voting and Election Day registration to
ensure ballot box access for all. Locally, make government records accessible online.

TRANSPARENCY: Require disclosure of potential financial conflicts of interest, make


all campaign finance records accessible, and impose a gift ban at the municipal level.

REPRESENTATION FOR ALL: Set term limits for all elected public officials in
Harrisburg. Reform city elections to ensure complete campaign finance disclosure,
including any third party contributions to straw man nomination challenges.

#LEADERSHIPmatters

KEEP TAX PROMISES: Demand that City Council keep its promises of cutting the tax
increases forced by the incinerator debt and citywide financial crisis. Keeping taxes as
low as possible helps homeowners, renters, and businesses alike. Tax promises matter.

QUALITY OF LIFE: Create City Council committees to improve quality of life for all.
Key issues include parking, zoning, community policing, trash and recycling programs.

GRANT PROCUREMENT: Foster nascent city efforts, through Council involvement, to


actively seek out programmatic funding from governmental and private grant sources.
Council should work with the mayor to consider sensible public-private partnerships.
