Republic of the Philippines ED Department of Education enn Worse DepED ORDER AUG 19 2009 No. g7 s. 2009 CREATION OF ORGANIZATIONAL DEVELOPMENT (OD) AND LIVELIHOOD/TECHNICAL AND VOCATIONAL EDUCATION TECHNICAL WORKING GROUPS (TWGs) UNDER BESRA To: Undersecretaries Assistant Secretaries Bureau Directors Directors of Services, Centers and Heads of Units Regional Directors All Others Concerned 1. To ensure the effective and efficient operationalization of the structures and mechanisms adopted for the implementation of Basic Education Sector Reform Agenda (BESRA), there is a need to create additional Technical Working Groups (TWGs), namely: Organizational Development TWG and Livelihood/Technical and Vocational Education TWG. 2. The abovementioned TWGs will be the main forum for all overall coordination and monitoring of the implementation of their respectively assigned areas of BESRA and for developing recommendations in terms of standards, policies and operational guidelines related to BESRA implementation. 3. The composition of the TWGs is as follows: A. Organizational Development Technical Working Group Chair : Undersecretary for Regional Operations Co-Chair :_—_- Undersecretary for Programs and Projects Members: _ Assistant Secretary for Planning Services Assistant Secretary for Finance and Administration Assistant Secretary for Legal Affairs Assistant Secretary for Special Concerns Assistant Secretary for Programs and Projects Assistant Secretary for Special Projects Chairs and Co-Chairs of SBM, NLS, TEDP, QAA, and M&E, RMM, IP and Muslim Education, ALS TWGs and ICT-TC Personnel and Staff Development Divisions-HRDS ADD Representative PASS Representative Secretariat Personnel Division 4. The OD TWG shall be mainly responsible for formulating standards, policies, systems framework and implementing guidelines related to the establishment of a competency-based performance management system anchored on DepED Core Values.B. _Livelihood/Technical and Vocational Education Technical Working Group Chair Director Lolita Andrada Co-Chair : Director Ricardo de Lumen ‘Members : Directors or permanent alternates of BEE, BSE and BALS, OPS Division Chiefs or permanent alternates of Accounting and Budget Divisions Representatives from ADD, PASS, PAES and NAPSSHI Representatives from TESDA and NEDA Secretariat: BSE and Tech-Voc Task Force 5. _ The Livelihood/Technical and Vocational Education TWG shall be responsible for formulating policies related to the implementation of an enriched Livelihood and Tech-Voc Education program in public secondary schools (Regular and Tech-Voc HS). 6. The above newly created TWGs are expected to immediately convene the members to commence discussion on above-cited tasks and prepare/finalize their respective components in the BIAP and the corresponding Work and Financial Plans and submit the same to the BESRA TCT Chair. 7. All concerned offices/organizations are requested to submit name(s) of their official representatives and/or permanent alternates to the assigned TWGs to the BESRA Secretariat. 8. _ Immediate dissemination of and compliance with this Order is directed.
