‫للمرة الثانية خالل شھرين ‪..‬إيقاف بث قناة العالم اإليرانية على القمر الصناعي عربسات‬
‫يجب إيقاف التعسف الحكومي ضد الحريات اإلعالمية ‪.‬‬

‫أعربت الشبكة العربية لمعلومات حقوق اإلنسان عن رفضھا للتعسف الذي تمارسه إدارة القمر الصناعي عرب سات ضد قناة العالم الفضائية اإليرانية بعد‬
‫قرارھا بإيقاف بث القناة دون إبداء أسباب للمرة الثانية في اقل من شھرين ‪ ،‬مما يعد تعسف واضح ضدھا و انتھاكا خطيرا للحريات اإلعالمية ‪.‬‬

‫وكان مسئولوا القناة قد فوجئوا بإيقاف البث على قمر "العربسات" مساء ‪ 27‬يناير الماضي دون سبب وذلك عقب االجتماع الذي عقده وزراء اإلعالم‬
‫العرب في القاھرة للرد على تصويت الكونجرس األمريكي بمعاقبة مالكي األقمار الصناعية التي يعتبرونھا "معادية للواليات المتحدة"‪.‬‬

‫وفي حين أكد وزارء العالم العرب في إجتماعھم رفضھم التدخل األمريكي في شئون اإلعالم العربي وان العقود المبرمة بين المشغلين والقنوات ال تعطى‬
‫الحق للمشغلين بوقف البث بسبب ما يذاع ‪ ،‬إال أن قرار اإليقاف األخير اظھر التناقض بين تصريحاتھم وبين الممارسات التي يقومون بھا‪.‬‬

‫ويذكر أن كالً من ادارتى النايل سات والعربسات قد أوقفتا بث قناة العالم في ‪ 3‬نوفمبر الماضي ثم أعاد العربسات فقط البث مجددا بعد حوار بين إدارته‬
‫وإدارة القناة أثبتت فيه كيدية الشكاوى المقدمة ضدھا والتي تتھمھا بالتسبب في مشاكل بين الدول العربية بسبب ما تذيعه في برامجھا ‪ ،‬وجاء قرار اإليقاف‬
‫الثاني ليثبت التعنت الذي تتعرض له القناة بعد أن أصبحت ھدفا النتھاكات حادة ‪ ،‬السيما في مصر ‪ ،‬حيث تعرض مكتبھا لإلغالق في عام ‪ ، 2008‬وھناك‬
‫قضية حسبة سياسية تتداولھا المحاكم اآلن ‪ ،‬لمحاولة إلزام الحكومة على غلق القناة نھائيا ‪ ،‬رفعھا أحد المواطنين ‪ ،‬حيث ال صفة أو مصلحة له ‪ ،‬سوى‬
‫مجاملة الحكومة المصرية‪.‬‬

‫وطالبت الشبكة العربية لمعلومات حقوق اإلنسان الحكومة المصرية باحترام الحريات اإلعالمية والتوقف عن سياسة الرقابة والمصادرة على القنوات‬
‫الفضائية والتأكيد على حق المواطنين في الحصول على المعلومة من مصادر متنوعة‪.‬‬

‫‪Government Prejudice Against Media Freedoms Must Come To An End‬‬

‫‪The Arabic Network for Human Rights expressed utter refusal of the abuse of Arabsat satellite administration‬‬
‫‪against AlAlam Iranian channel . Arabsat decided to bar the channel without giving reasons for the second time‬‬
‫‪in less than two months ,manifesting a serious violation of media freedoms.‬‬

‫‪On the evening of 27/1/2010 , AlAlam staff were surprised to find the channel barred on "Arabsat" without‬‬
‫'‪notice, right after the Arab media ministers had held their meeting in Cairo in response to the U.S. Congress‬‬
‫"‪decision to punish the owners of satellites, which are considered "hostile to the United States.‬‬

Despite the declarations of media ministers that they totally refused any American intervention in Arab media
affairs and that the contracts between operators and channels provide no barring authority to operators under
any pretext , however this last barring decision displayed inconsistency between statements and practices.

On 3/11/2009, both Nilesat and Arabsat barred AlAlam before Arabsat administration re-aired the channel
following talks between the two administrations in which AlAlam proved that all complaints against them
accusing them of stirring disputes between the Arab states because of their content were malicious and void.
The second suspension came to prove the intended intransigence against the channel having become a target
for severe violations, particularly in Egypt. Back in 2008, AlAlam office in Cairo was closed . In addition, an
Egyptian citizen of no legal status, obviously just paying complements to the Egyptian government , filed a
political hesba case against the channel claiming its permanent barring.

The Arabic Network for Human Rights Information demanded the Egyptian government to respect media
freedoms and to refrain from its censoring and seizing policies regarding satellite channels. ANHRI asserted on
the right of citizens to information access from various sources.
