Execution Excellence-Making India Skill Capital of

the World
Skill development is critical for achieving faster, sustainable and inclusive
growth on the one hand and for providing decent employment opportunities to
the growing young population on the other. The demographic window of
opportunity available to India would make India the skill capital of world. India
would be in position to meet the requirement of technically trained manpower
not only for its growing economy but also of the aging advanced economies of
the world. The young population is an asset only if it is educated, skilled and
finds productive employment. If this happens then nations dream of realising
Indias potential to grow at 10 per cent or more per annum for a substantial
period of time can become a reality.
Indian policy makers cannot assume that demographics will triumph and
problems such as lack of investment in agriculture, infrastructure,
manufacturing, healthcare, education &skills development and lack mission
mode implementation of core critical projects by state & Central Government
to generate jobs for 500
million Indians in the next 15 years are just
sideshows instead of nation building challenges.
EXECUTION EXCELLENCE
The newly formed Skill ministry should focus on Execution Excellence for
making India Skill Capital of the World. This requires ministry to focus on
execution excellence and shift mind-set from Policy advocacy to bias for
actions through strategic & executional excellence.
For Execution Excellence in Skill ministry in India requires Four critical
pillar to deliver performance
1-Physicalization -Writing NOS (National Occupational Standards) and
QP(qualification packs) across sectors by SSC(sector Skills Councils) is a very
positive visual demonstration to the world by India that it has role specific
industry aligned skill standards but now skill ministry need to show more bias
for actions in Creating NOS aligned role specific content both in Instructor led
&technology enabled formats in PPP format with IPR residing with ministry
owned PSU National Skill Content Corporation ( an organization very much
like NCERT).All skill providers should be able to get participant work book and
skill faculty instructional by paying nominal fee to this government owned PSU
National Skill Content Corporation. Indian government should have worlds
largest IPR of Skill content both instructor led &technology enabled on Leaning
management system at one centralized place in multiple Indian languages.
2-Process Maturity-Great organizations in order to deliver consistent
performance across multiple locations always adhere to written down micro
Processes under Process Capability Maturity Model(PCMM).The skill ministry
in India should in order to create transparency, governance & performance

management, trainer selection, training and certification of trainers, students
on the job apprenticeship training at employers premise, skill operation
documentation &management information systems& student placements
aligned to ISO 29990(global process standards for training and skill
development providers).
3-People Capability-The five most crucial role holders for success of skill
intervention in India are Skill trainers, Skill assessors, Skill centre managers,
placement executives & student mobilization executives/counsellors. It is
imperative that Skill ministry in India should create National Assessors
&Trainers Institute (NATI) to deliver continuous mandatory training
&certification to the above mentioned five crucial role holders for delivery
consistency of quality and performance across all industry sectors across India.
Therefore very much like B.Ed a mandatory qualification for school
teachers,skill teachers &assessors should also have mandatory norm.
4- Persuade the stakeholders- Any execution excellence would require
skill ministry to continuously engage and persuade MSME Employers ,large
corporates ,skill providers, state skill government officials on its execution
plans-processes & performance norms. Skill ministry needs to influence the
ecosystem continuously.

FIVE CRITICAL TASKS-HIGH FIVE
The skill ministry needs to focus on five critical tasks on continuous basis
under its various deputy and joint secretaries
1-Creating
NOS aligned role specific content
both in Instructor led

owned PSU National Skill Content Corporation ( an organization very much
like NCERT).
2-Create detailed processes on student mobilization, student management,
trainer selection, training and certification of trainers, students on the job
apprenticeship training at employers premise, skill operation documentation

29990(global process standards for training and skill development providers.
3- Create National Assessors &Trainers Institute (NATI) to deliver continuous
mandatory training &certification to the mentioned five crucial role holders for
delivery consistency of quality and performance across all industry sectors
across India in tier 2& 3 towns.
4--Ensure implementation of New apprenticeship act (see model of execution
excellence)where by Employers appoint supervisors as Ustaads(Trainer cum
Assessor) to deliver world class on the job training. Revive Ustaad skill
development tradition. Set goal of 15 lakh apprentice a year with 1 lakh

Ustaads across sectors (gharanas).A very detailed Blue Book for Assessors or
Ustaad should be created for each sector which articulates in detail how to
assess skills of the apprentice on the job.
5-Create Labour Market Intelligence System(LMIS) with focus on capturing
jobs being
generated by MSME& link it with
National Career Service
(NCS)system job portal & National Employment Service.

JOB CREATION -POLICY IMPERATIVES.

The skill ministry in India should create policy advocacy &imperatives by


involving stakeholders by
a- Generate more jobs by creating investor friendly policies in sectors which
employ intensive labour like infrastructure, tourism, agro processing, tourism,
healthcare Handicrafts. Encourage incubation entrepreneurs in Agro
processing, tourism &handicrafts.
b- Mandate all firms executing government contracts to hire at least 50 per
cent of employees with certified skills.
c-Impose a limit on only one job of three days per week that people may work,
and a maximum of 10 hours per day thereby reducing inequality between
working people and the unemployed. Businesses can have a post filled for six
days a week, up to 60 hours, they just have to employ two people to do it."
This would create additionally 200 million jobs and enhance productivity by
25%.

Skills are a necessary condition for improving incomes and being


fit for a job. They don't create jobs by themselves
