Truth Behind Indias Skill Story

Reality is viewed by humans either as subjective ( ie based on feelings and


emotions) or objective (ie based on facts and evidence).
Implementation journey of skilling 500 million Indian by 2022 needs detailed
objective analysis and corrective action and because soon nation will face harsh
consequence of policy and implementation of inaction and incompetence

Demand for Skilled Professional
1. Nation has created 20 lakh jobs in the last 5 years ( 2008-13) (Source
NSSO 61 &66)
NOS ( Skill standards and norms)
2. In the last 4 years(August 2009 till July 13) sector skill organization have
not certified a single individual
Policy
3. Under the National Manufacturing Policy- 2011, government had assured
industry weighted tax deduction of 150% for investment in training people
to run factories so as to skill 160 million people. Finance ministry under
Finance Act 2012 section 35 CCD does not recognize most corporate
training initiatives including re skilling, in-house training or PPP in skill
development.

4. Skills imparted by Sector Skill council occupational standards by corporate


or private firm will not be eligible for break.
Policy inaction
5. Ministry of Labour flagship skills development scheme- MES (Modular
Employability Skills) price point since 2008 is Rs 15per hour per student.
There has been no price revision in the last 5 years.
6. Under Ministry of Rural Development flagship skill development scheme
SGSY project implementation agencies are paid 1 st instalment after 670
days (against a norm of 30 days). How will any skill development agency
deliver placement linked skill development projects when they themselves
are getting money from government after 670 days.
7. Nation has capacity to skill 38 lakh students every year against annual
average target of 280 lakhs.
8. Except two all skill development partners of NSDC have not be able to
achieve their skill goals despite in the skill business and huge funding from
NSDC even after 2 to 3 years.

The truth is that if in another 5-7 years if we are not able to provide gainful
employment to our young people, the nation will face severe unrest and
violence.
The reality is that in the first 4 years (2009-13) India skill story has not taken any
concrete shape. We have not been able to create institutions which can produce
role specific learner centric content, domain specific skill trainers across states
of India and skill assessors, SME placement architecture.
