July 1, 2015 Mr. Sagar Shah Uber Technologies, Inc. Dear Mr. Shah, We serve as legal counsel to the Metropolitan St. Louis Taxicab Commission, and as such have been directed to respond to your letter of June 29, 2015. Please note that by standing resolution of the Commission, the Chairman is designated as the Chief Executive Officer, with ‘authority to act on behalf of the Commission on all matters curing periods when it is impossible or impractical to convene a meeting of the full commission. Because of the extremely limited window available to respond to your request, and recognizing at face value the generous offer that has been made by Uber, the Chairman has polled individual members of the Commission and believes a consensus exists (0 allow issuance of temporary operating permits to Uber drivers during the 4" of July holiday weekend as you have requested. In the interest of public safety, the following conditions for issuance of the temporary permits would have to be met: 1, The MTC would require a list of all Uber drivers who you propose to activate on yout ride-hail platform for this specific weekend, including a copy of their driver's license, a copy of their insurance card (specific to the vehicle that they will be operating), and a copy of the background check you have done on each of your drivers. 2. Each driver would have to register with the MTC and submit to fingerprinting and local background checks. At the same time, each driver will submit to a buceal swab for the purpose of drug testing. The MTC will waive any registration fees for these temporary operating permits in recognition of your company making such a generous offer to provide these transportation services ut no cost to the public To assure that these critical public safety requirements are met in a timely fashion, and do not cause unnecessary delay, MTC Director Ronald Klein will extend hours appropriately to accommodate your drivers and see that they are promptly processed! and able to operate for the weekend. We have arranged to have a law enforcement officer certified to conduct the fingerprinting and swabs, on hand and available at the MTC offices to further expedite the ‘The Director, upon satisfactory completion of the registration process, will issue each driver a temporary permit, which would have a name and control number that would allow the driver to be identified and would be displayed in the vehicle. 3. Uber will provide a copy of all necessary and appropriate insurance documents that would cover the specifie Uber drivers operating this weekend. Of course, all requested documents should be provided electronically. ‘The Commission regards public safety as its highest and most important responsibility. It hhas consistently held and enforced policies that provide the traveling public with a reasonable expectation that the vehicles that they have summoned, and the drivers that will transport them, hhave been adequately and independently verified. The Commission believes that these non-intrusive measures would meet the minimum, level of scrutiny necessary for each of the drivers to ensure the safety of those in an Uber vehicle.
