INTRODUCTION ‘The City of Olympia’s West Bey Pump Station (WBPS) was constructed in 1961 and serves approximately (630 acres of northwest Olympia. Since 1961, improvements to the WBPS system have included replacing sections of the original force main with new larger diameter force main, installing new raw sewage pumps, and other minor improvements and repairs. ‘The WBPS has a history of wet well overflows due to high infiltration and inflow in the basin, The City's capital improvement plan calls for major upgrades to this station and force main to reduce the possibility of overflows ‘and to correct serious code and operational deficiencies at the pump station. PUMP STATION CAPACITY AND FUTURE DESIGN FLOW The original pump station design included two centrifugal raw sewage pumps each with a capacity of 560 gallons per minute (gpm) at 116 feet of total dynamic head (TDH). This system head was based on the original 5,865- foot-long, 8-inch-diameter force mai ‘The force main was modified in 1975, again in 1984-85, and once more in 20089. In 1975, the force main was extended south another 489 feet, and then during 1984 and 1985, portions of the original 8-inch-diameter pipe wore replaced with 12-inch-diameter PVC pipe. In 2009, the force main discharge point was moved back (north) to a new gravity manhole at West Bay Drive and Garfield Street NW. Replacement pumps (Smith and Loveless) with a design capacity of 750 gpm at 129 feet of total dynamic head were installed in 1990, These are the current pumps installed atthe station. The City and their consultants have collected and analyzed a substantial amount of flow data for the WBPS basin. The City evaluated the data using Capacity Assessment and Planning Environment (CAPE) software. Based on ‘the data and evaluation, the WBPS projected that long-term peak flow, based on 20-year population projections and a storm return period of 20 years, will be 1.4 million gallons per day (mgd), or approximately 975 gpm. ‘The City is currently making improvements to an adjoining basin that, during high flow events, has been known to bypass into the WBPS system. Improvements in that basin, to the City’s West Side Interceptor, are anticipated to eliminate surcharging and overflow to WBPS. Despite improvements to the Westside Interceptor, the flows associated with the overflow have still been considered in the future WBPS peak design flow. ‘The future design flows for the station are as follows: Description Design Flow “Average Dally Dry Weather Flow 6 gpm ‘Average Dally Wet Weather Flow 183 gpm Peak Hourly Flow, 20-Year Return Period 975 9pm. 3. FORCE MAIN ANALYSIS AND UPGRADE RECOMMENDATION ‘The original WBPS force main was constructed in 1961. The force main used 8-inch-diameter Asbestos Cement (AC) pipe and was approximately 5,865 fect long. In 1975, the existing force main was extended south from Garfield Strect NW to Harrison Avenue NW, or a distance of 489 feet, bringing the total force main length to 6,354 feet. The new discharge point was also 10 feet higher in elevation than the original discharge point. This extension also used 8-inch-diameter AC pipe. Jn 1984 and 1985, approximately 2,940 feet of new 12-inch-diameter PVC pressure pipe was used to replace portions of the original AC pipe. iy of Obmpia > asssrr0ns es By Pap Station Upgrade 2 October 2, 2009 TECHNICAL MEMORANDUM (CONTINUED) In 2009, as part of West Side Sewer Interceptor Replacement work, the WBPS force main discharge point was ‘moved back (north) to Garfield Street NW. The resulting discharge elevation is now approximately 72.5 (NGVD29), and the overall force main length is 5,865 feet. Approximately 2,930 feet of 8-inch-diameter force main pipe remains in service. Based on the new 975-gpm_ design flow for the WBPS, the remaining 8-inch-diameter AC pipe is undersized. A velocity of over 6 feet per second would be required to pass this design flow and a TDH of over 160 feet would be required for the pumps. In addition to being undersized, the AC pipe is near the end of its design life. The typical life expectancy of AC pipe is 40 to 60 years. At nearly 50 years old, the AC sections of the WBPS force main should be replaced before ‘the pump station capacity is increased. If the AC pipe is not replaced, increasing the capacity of the station will raise the pressure in the force main and will increase the risk of failure to the aged AC pipe, ‘The existing AC pipe should be replaced with 10-inch- or 12-inch-diameter PVC, ductile, or HDPE pipe.
