Mitigation Techniques for EMF


Non-compliance of site due to any one sector during the measurement.

Observation: During the measurement, the site is non-compliance with respect to threshold limits
defined by DoT due to high transmitting power of eNB. High power level is set may be due to business
requirement or may be due to wrong setting in LSM-R.
Case 1 Non compliance by any one of sector.
Solution 1 - Reduce the power levels to make site compliance and perform EMF measurement again
by broadband method.

Case 2 Non Compliance even after reducing the power levels,


Solution 2 - Change the Antenna locations to make site compliance and perform EMF measurement
again by broadband method.
Case 3 Non Compliance even after changing the Antenna pole locations,
Solutions 3 - Shut down the non-compliance sector and perform EMF measurement again by
broadband method.
Tracker: A tracker needs to be maintained for such cases and circulate to all stake holders. (Tracker
format to be discussed).

Mitigation Techniques for EMF


Non-Compliance of site due to other operator antenna pole /location.

Observation: The engineer will perform the narrow band test for non compliant sites to
identify the problematic sectors of other operator.

Case 1 Non compliance by any one of sector of Other Operator,


Solution 1 Inform to Concern Operator to reduce the power levels to make site compliance
Case 2 Non Compliance even after reducing the power levels,
Solution 2- Proposed to Change the Antenna Locations to make site compliance
Case 3 Non Compliance even after changing the Antenna pole locations,
Solution 3- Ask other operator to shut down the non-compliance sector
Tracker: A tracker needs to be maintained for such cases and circulate to all stake holders. (Tracker
format to be discussed).

Mitigation Techniques for EMF


Non Compliance due to wrong azimuth/direction of Antenna.
Observation: site is non-compliance with respect to threshold limits defined by DoT, due to wrong
azimuth/direction of antenna.
Solution: To change the Antenna azimuth or Pole location in such a way that antenna should not
face directly to any nearby/Own building.

Non-Compliance due to new building construction near to site after EMF certification.
Observation: After complaint lodged by society/individual on DoT portal for hazardous radiations
due to site/tower, DoT will visit the location and perform the EMF measurement. If site found non
compliant then DoT will issue a notice to respective operator/operators.
Solution 1: Pay the penalty and perform the EMF test again. If found non-compliance then apply
mitigation techniques and perform the EMF test again. Take the necessary action to make the site
compliant as mentioned in mitigation techniques.
Solution 2: Reduce the power levels to minimum before DoT visit to the site to make the site
compliant. For this prior intimation of DoT visit needs to given to all stake holders for necessary
action.

Broadband Measurement process using NARDA SRM 3006


NARDA SRM-3006 is the tool used for EMF measurements.
The SRM-3006 (Selective Radiation Meter) is a handy-sized Broadband/Frequency selective
measuring system for safety analysis and environmental measurements in high frequency
electromagnetic fields in the frequency range from 9 kHz to 6 GHz.
SRM-3006 measuring system comprises of following components:
SRM-3006 Base unit :
Spectrum Analyzer with built- in GPS. The operating frequency range of base unit is from 9
KHz to 6 GHz.
Display the EM radiation measurements in terms of Electric field (V/m), Magnetic Field (A/m)
and Power Density (W/m2)
Isotropic Antenna
Isotopic Antenna

Caution Before starting any measurements,
Ensure that all the mobile phone must be switched off while taking EMF measurements
because when a mobile phone starts a cell handover, it generates quite strong signal in
proximity of antenna and hence this small event dominate the actual EMF radiations coming
from the BTSs and unnecessarily will lead to overestimation of radiation values.
The Isotropic antenna needs to be placed on Tripod at an height of 2 mtr from the ground
level.
The Narda isotropic antenna can be connected to the base unit either directly or via 1.5m RF cable
(In case if it is used with Tripod) as per requirement in the field from TERM Cell
Fitting a Narda antenna directly on the Basic Unit
Connecting a Narda antenna to the Basic Unit using a Narda cable
The SRM-3006 is switched off.
Stand the Basic Unit up in a vertical position.
Place the N connector of the antenna onto the N connector of the Basic Unit.
Screw the coupling nut of the antenna N connector slowly on to the Basic Unit N connector
Place the RF Connector (12 Pin Connector) on to the multipin connector on the Basic Unit so
that the red mark on the control cable plug is aligned with the notch in the multipin
connector.
Push the control cable plug into the connector using the locking sleeve until the plug lock
engages. The Narda antenna is connected.
