Thave contacted John Maczko, our city engineer, to get the latest update on the Ayd Mill connection to 1-94. I
believe that the environmental work has to be updated before funding can be pursued for construction. I don’t
think there is funding for the environmental work either, but I will confirm this.

‘The GSA handles all federal relocation bids. It is a very formal process. We have received an
inquiry recently from the GSA for 2,700 sq ft of office space downtown for a 5-year or 10-year

As it relates to the City's other real estate needs, Bruce Engelorekt from our real estate division
indicated he is not aware of office space needs for city operations other than the needs
identified through the Facilities Management Process (e.g., Public Safety Annex, PW/Parks
maintenance). But he did indicate he would want to know more about the options you are
considering as you move forward with your planning. Bruce is out of town this week but | have
included him in this email if you want to reach out to him directly,
Donna willbe in touch regarding Ayd Mill Road. Thanks, Bill. Let us know if we can direct you

Bill ~ regarding your questions:
1, Ayé Milt: Donna Drummond will get back to you on this next week. Ifshe doesn’t have the
update, she can easily get it and pass it on to you
2. City leasing: Highly unlikely that that any Saint Paul offices would move to that site, but I wil
ask the question ofthe City Real Estate dept and get back to you,
3._ Feds leasing: There may be some interest at the state or federal level. Vl ask Ellen Muller to
get you a contact at the feds ~1 know there's a protocol for these types of inquiries, If she
doesn’t have a contact, | know she’s worked with brokers who have worked for the feds in
securing office space/other leases.
4. State leasing: | recommend that you contact Spencer Cronk who is the Commissioner of the
Dept of Administration, Link to Info on him:

5. Lotacross from the Xcel: We are always open to creative ideas, | think access/traffic flow could
be a challenge were we to vacate Smith between our ramp and the lot, but smarter people that
| may be able to figure out how to make something ike that work
6. Sears: no news, but that’s my fault. We've been trading vm, and t's my turn. tl be in DC
Monday, and will try to make another cal then,

Cecile,
A couple of updates and questions to keep you posted:
(J) Richard Birdoff and I are beginning to explore a broad plan that would include
the RK Midway property, the Met Transit site and the City's option parcel for
development, Concept would involve the stadium, office, retail, housing,
hospitality, ete.
‘Two questions relating to this activity from our talk today. Pirst, what is the status
of the Aynd Mill Overpass (foreign to me, so my spelling may be suspect)?
Second, do you think any St, Paul city [government] personnel or departments
‘would be candidates for moving into new office space if it were built at this site?
In the same vein, any thoughts about state government people or departments?
(2) The location next to the Xcel Center is great, but too small unless we could
confiscate (and then redirect) some surrounding area or ronds. Any chance of
that? Probably need 2 6 acre footprint.
(3) Any word on Sears? Saw that they had terrible corporate earnings again, so
seems like a sale/redevelopment of the property (without keeping Sears itself)
might have some attraction.
‘Thanks in advance. Best,
Bill
