PREFACE
The Institutional Research for Development Center (IRDC)
was created for the purpose of guiding the direction of Tagoloan
Community College in her vision, mission, philosophy, goals,
objectives and strategies.
Its duties, functions and responsibilities are an eye-opener of
the institutional decision-making of the school. The College
President has the direct command and pivotal role of this
Institutional Research for Development Centre (IRDC) while it is
run by the research Director.
Primary and secondary information are harnessed to come
up with a valid and reliable data for the reinvention and
reengineering of a new paradigm shift of the institution. It further
widens the horizon and parameter of her existence by embracing the
modern techniques and trends of research. Likewise, state-of-the art
technology were harnessed for these new paradigm shift and the
provisions of this manual, thus it will direct the organizational
behavior into developing a culture of research in Tagoloan
community College (TCC).

The Institutional Research for Development Center (IRDC)
which aims to change the direction of the school into a more
competitive institution through Instruction, Research and Extension
(IRE), the IRDC would like to thank several personalities that blessed
their time and space in synergizing a new tantum quantum enigma:

Honorable Mayor Paulino Oloy Yap Emano and the President of the

Historical Background
The Institutional Research for Development Center
(IRDC) of Tagoloan Community College is a new department
created by the school through the Board Motion No. __ and duly
ratified by the Board of Trustees (BOT) through Municipal
Ordinance No. __ signed into effect on ______ appropriating the
amount of P500,000.000 for the acquisition of knowledge and
harnessing its skill and competencies on research through the stateof-the art facilities and development. As the founding father of this
institution believed that an educated individual matters a lot, and it
shows significant difference in his motto I care, you matter.
Since its inception of the school, the IRDC remains to be
unknown. Conceptually landscaped by President Rolando D
Acoriba, Jr, PhD, DPM, EdD in enhancing and enriching the
capability of the human resources and its services to cope with the
challenges of time and space, all research surfaces from the bottom
to the top as integral part of the service tripod of the Higher
Educational Institution (HEI), namely: Instruction, Research and
Extension (IRE) that Tagoloan Community College must head to
its own direction for the accreditation from the family of ALCUCOA (Association of Local Colleges and Universities Commission
on Accreditation) and CHED (Commission on Higher Education).

During the investiture of Atty. Adel A. Tamano at the
Justo Albert Auditorium of the PLM, he mentioned his plan of
drafting the best-practices manual for local colleges and
universities making it a project of the ALCU. When Rolando D.
Acoriba, Jr, PhD, DPM, EdD envisioned the accreditation of
Tagoloan Community College, he was able to see that research is
the paradigm shift or forerunner of these changes and
development, thus, upon the appointment of Dr. Frederick W.
Gomez as a new Director last April 20, 2015, a little light from the
dark was seen to forge ahead, one needs to take several steps
backward in the form of a cursory review of what the school has
done since 2003.
