(3) his Order shail come into force on the date of its Publication in the Orissa Gazette, 2 Definitions (2) n this Orcer, uniess the context otherwise requires, = (a) “Act” means the Orissa Education Act, 1969; (©) “Director” means tie Director, Higher Kducation, Orissa and includes any officer not below the rank of Deputy Director who may be authorized by ‘the Government in that behalf from time to time, by general or special order, to perform all or any of the functions and exercise all or any ofthe Powers of the Director under this Order; (©, “Block Grant” means a fixed sum of grant-in-aid payable in accordance ‘with pare 3 of this Order (4) “Government” means the Government of Ciisea in the Department of Higher Education; (©) “Governing Zoay” means a Governing Body constitited in accordance with the Act and the Orissa Educstion (stablishment, Recognition and Management of Private Colleges) Rules, 1991 or the Orisse Education (Establishment, Recognition and Managément of Private finior © Higher Secondary Schools) Rules, 1991 as the case may be: {® “University” means Sxi Jagannith Sanskrit University; Puri @) The words and expressions used, ‘but not defined herein, shall have the as Micarung respeatively assigned to them in the Aét Admissibility. of Grant-in-Aid — (1) Any private educational instinition being a ‘Non-Government Sanskrit College, ittparting Upasastri Course and Shestri Course ‘hich has got permanent recognition by Government til the academic session 2005-06 shall-be notified es Aided educational institution by the Govemment as required under clause (b) of section-3 of the Act and institutions so notified shall be entitled to receive lock Grant not exceediig 40% of the say ct initial level on the date of such notification, Provided that Sanskrit institutions imparting Shastri and Upashastri course Will be eligible for Block grant for its teaching and non-teaching posts admissible 8 per prescribed vardstick as Annexed to this Order Provided further that no Sansirit institutions shall be stoified tc receive Block grant unless it satsties the performerice criteria as envisaged in Clause Ga) arid (Vi) of sub-section (1) of section 7-1 of the Act (2) The Block grantshali be placéd, through the Director, at the disposal ofthe Seoretary of the Goveming Body of the concemed educetional institution proportionately either on quarter!y or monthiy basis. (3) ‘the Secretary of the Goveming Body of each educational institution at Whose disposal the Biock grant is so placed shall utilize the grant in the manner and for the purpose as may be specified by the Director and furnish the utilization Cerificate thereof at such intervals as may be specified by the Ditcctor while releasing such grant (4) No claim on aceount of grant-in-aid under this order shall be made or entertained for any period prior to the dete of notification os at sub-para (1) Gated 25.10.1989 is hereby repeaied.
