The provision, which was approved by the House last year as part of the FAA Reauthorization Act, would change the labor laws that have governed our express company since its inception and make it easier for local labor disputes to disrupt ‘ur entire express delivery system. The Senate version ofthe legislation, currently under consideration, des nt contain the UPS special interest provision.
