I. Subject : Procedure for engagement of Inspection / quality certifying agencies.

II. Objective : To have structured approach while engaging certifying agencies
(by R&C Lab.) with delegation of power to accord sanction for
engagement.
III. Scope

Engagement of agencies for :

certifying / licensing for the items where grades can be

certified by one specific agency only.
third party inspection and testing.
third party Calibration of test / Lab equipment / Master
equipment.
mandatory services for radiation monitoring.

IV. Procedure
(i)

Depending on the requirement R & C Lab shall raise

requisition
for
engagement
of
inspection/certifying
agency/agencies.

(ii)

The requirement shall be examined by a committee of following

officials :

The Committee shall act as Screening-cum-Tender Committee

for the stated purpose. For the cases processed on Single
Tender basis.

The essentials for processing a case on Single tender basis as

notified vide no. O&M/Procedure/931 dt. 8.6.2011 have to be
adhered to.

The cases valuing upto Rs.1 lakh being small valued shall be
finalized under approval of ED (Works) (including the case
where payment is to be made in advance.)

The cases valuing more than Rs.1 lakh shall be finalized under
approval of CEO.

The cases where only rates are fixed and value is varieable, (since,
the quantity is not known at the time of engagement of agency) shall
also be finalized under CEOs approval.
(iv)

The cases where such agencies have to be engaged through

competitive bidding i.e. LTE/OTE, shall also be dealt/finalized
by the stated committee.

This issues with the approval of the Competent Authority.
