4PS

Pantawid Pamilyang Pilipino Program

4Ps is a human development measure of the


national government that provides conditional cash
grants to the poorest of the poor, to improve the
health, nutrition, and the education of children aged
0-18.

OBJECTIVES

a. Health check-ups for pregnant women and
children aged 0 to 15.
b. Deworming of school children aged 6 to 14.
c. Enrollment of children in daycare, elementary,
and secondary schools.
d. Family development session.

The 4Ps also helps the Philippine government


fulfill its commitment to the Millenium Development
Goals (MDGs).

BECOME ELIGIBLE FOR THE 4PS
Residents of the poorest municipaities.
Households whose economic condition is equal to or

below the provincial threshold.


Households that have children 0-18 years old and/or

have a pregnant woman at the time of assessment.


Households that agree to meet conditions specified

in the program.

CASH GRANTS
health grant: Php500 per household every
month, or a total of Php6000 every year.
education grant: Php300 per child every month
for 10 months, or a total of Php3000 every year

MAKING PAYMENTS
To Whom?
The most responsible adult in the household

CONDITIONS AND COMPLIANCE


Pregnant women must avail pre and post natal care, and be

attended during childbirth by a trained professional.


Parents or guardians must attend the family development

sessions.
Children aged 0-5 must receive regular preventive health check-

ups and vaccines.


Children aged 6-14 must receive deworming pills twice a year.
Children- beneficiaries aged 3-18 must enroll in school and

maintain an attendance of at least 85% of class every month.

WHY THESE CONDITIONS?


High infant, child and maternal mortality rates.
Malnutrition of children.
High drop-out rate, low rate of completion of primary
education and low rate of progression to secondary school.
High prevalence of child labor.
To encourage parents to invest in their childrens (and
their own) human capital: health, nutrition and education.

Significant decrease in the prevalence of
malnutrition.
Significant increase in the number of pregnant
women getting ante-natal, postnatal care and child
birth assisted by a skilled birth attendant.
Significant increase in the number of children 0-5
years availing of health preventive services and
immunization.

Significant increase in school attendance.
Significant increase in enrolment in elementary
school and high school.
Significant increase in the average years of
education completed.

Significant increase in skills and interest of
mothers in transacting with banking institutions.

Significant increase in the knowledge and ability of


parents/mothers to use and mobilize government
and other community services and facilities.

As of August 2015, a total of 27.15 billion cash grants


were paid to eligible and compliant beneficiaries for the first
to third period of 2015 covering January to August
disbursements.
In partnership with the Commission on Higher Education
(CHED), the Department of Labor and Employment (DOLE),
and Philippine Association of State Universities and Colleges,
4Ps has enrolled 36, 003 beneficiaries in state universities and
colleges as of June, 2015.
In partnership with PhilHealth, 4Ps has covered 4.4 million
beneficiaries under the National Health Insurance Program.
